Unemployment
Liverpool, Wallasey And Birkenhead
asked the Minister of Labour the number, as on the last convenient date, of unemployed on the register on the Employment Exchanges at Liverpool, Wallasey and Birkenhead?
The numbers of unemployed persons on the registers of Employment Exchanges in Liverpool, Wallasey and Birkenhead at 21st November, 1932, were as follow:
| Area. | Number. |
| Liverpool (including Bootle) | 97,452 |
| Wallasey | 4,463 |
| Birkenhead | 15,067 |
Exchanges (Inspection)
asked the Minister of Labour whether he will invite representatives of local authorities and other representative bodies to inspect the methods of work of local Employment Exchanges so as to ensure the maximum of smoothness in relations and mutual understanding?
The Department welcomes visits of this kind and will take appropriate steps to encourage them. I understand that in the Romford area, among others, useful results have been achieved in this way, with the co-operation of the local employment committee.
Ottawa Ageeements Act (Russia)
asked the Secretary of State for Dominion Affairs whether, in view of the understanding reached with Canada at Ottawa that British legislation affecting Russian imports should be modified, what further action he will take in this direction to give effect to the agreement?
I would refer my hon. Friend to the provisions of Section 5 of the Ottawa Agreements Act.
Smoke Abatement, Stepney
asked the Minister of Health if his attention has been called to the increasing pollution of the atmosphere by smoke in the Stepney district, particularly from plant controlled by the Port of London Authority; and what steps his officers are taking to enforce the provisions of the Smoke Nuisance Act?
No, Sir, but if my hon. Friend will let me have particulars I will make inquiries. The enforcement of the provisions of the Public Health Acts relating to smoke nuisance rests with the local sanitary authority.
Housing
London
asked the Minister of Health if any local authority in the London district has built three-bedroomed houses to let at a rental of 10s. a week inclusive of rates; and, if so, will he give particulars?
Local authorities are not required to furnish me with particulars of the rentals charged by them, and I regret that the information asked for is not, therefore, available in my Department.
asked the Minister of Health the number of houses in the London district not structurally subdivided and occupied by two or more families?
I regret that this information is not available. The number of structurally separate dwellings occupied by two or more private families apiece and enumerated in the Census of 1931 including maisonnettes and flats formed by the structural partition of the houses was 293,303. I should add that "a separate private family" for the purpose of the Census may consist of one person.
asked the Minister of Health particulars of the rents and accommodation of houses in the Metropolitan police area owned by local authorities?
I regret that the desired particulars are not available.
Non-Subsidised Houses (Cost)
asked the Minister of Health in what districts it is now possible to build without subsidy houses available for the poorest tenants at low rates?
I regret that exact information in the form desired is not available, but I would refer my hon. Friend to the reply given to a question by the hon. Member for the Hallam Division of Sheffield (Mr. L. Smith) on the 11th ultimo, a copy of which I am sending to him, together with a copy of the list mentioned therein.
Mortgage Foreclosure
asked the Minister of Health whether any action will be taken to protect persons buying a house on mortgage, other than on an agreement covering regular payments for a period of years, from having the mortgage terminated and being compelled to raise new capital and incur legal expenses for a new agreement?
No, Sir.
Morocco (British Consular Service)
asked the Secretary of State for Foreign Affairs the names and emoluments of British consuls and vice-consuls in Morocco; and what is the total cost of the British Consular Service in Morocco?
The names and emoluments of British Consular officers in Morocco are as follow:
| £ a year. | |
| Tangier: | |
| Mr. Consul-General Gurney | 2,695 |
| Mr. Vice-Consul Gardener | 838 |
| Mr. Vice-Consul Forester | 626 |
| Mr. Acting Vice-Consul Irving. | 565 |
| Tetuan: Mr. Consul Chafy | 1,445 |
| Laraiche: Mr. Vice-Consul Forde | — |
| Rabat: | |
| Mr. Consul-General Edmonds | 2,725 |
| Mr. Vice-Consul Wikeley | 830 |
| Casablanca: | |
| Mr. Consul Bird | 2,060 |
| Mr. Vice-Consul Broome | 990 |
| Mr. Vice-Consul Ellison | 1,065 |
| Mazagan: Mr. Vice-Consul Spinney (acting allowance) | 275 |
| Marrakesh: Mr. Vice-Consul Cook | 770 |
| Saffi: Mr. Vice-Consul Webb | — |
| Mogador: Mr. Vice-Consul de Gruchy | — |
| Fez: Mr. Vice-Consul King | 960 |
Mr. Forde, Mr. Spinney, Captain Webb and Major de Gruchy are not Consular officers of the established salaried service. His Majesty enjoys extra-territorial judicial rights and other special treaty privileges throughout Morocco, except at Tangier, and it is therefore necessary to maintain Consular Courts in most towns of importance in that country. The Consular establishment in Morocco is therefore somewhat larger than it would otherwise be. The total net cost of the Consular Service in Morocco is at present at the rate of £19,000 a year.
Secondary Schools, Yorkshire (Fees)
asked the Parliamentary Secretary to the Board of Education whether, for the guidance of the education authorities, he can give any further details as to the nature of the districts in which the fee system adopted in the secondary schools of Bradford will-be regarded as appropriate?
If, as I assume, my hon. Friend has in mind the areas in which the award of 100 per cent, of special places would be regarded as appropriate, I would invite his attention to paragraphs 3 and 4 of Circular 1424, which provide the information, and I am sending him a copy.
asked the Parliamentary Secretary to the Board of Education how much of the saving of £400,000 resulting from the adoption of the new secondary school proposals of the Government is expected to be effected in the County of Yorkshire?
As I intimated in an answer on 18th. October last to the hon. Member for Caerphilly (Mr. Morgan Jones), the estimated saving of the order of £400,000 is not a close estimate but a rough forecast. Until the arrangements proposed by the several local education authorities in the County of Yorkshire have been received and considered, no reliable estimate of the ultimate savings in the county will be possible.
Egypt (Government Officials)
asked the Secretary of State for Foreign Affairs to which official class, and to which Ministry, had be- longed each of the British officials of Class V and upwards who left the service of the Egyptian Government (excluding the Egyptian University) during the years 1930, 1931 and 1932; whether he will give the corresponding information with regard to British officials recruited during the same period; whether there was a net increase in the number of non-British foreign officials in the service of the Egyptian Government during 1930, 1931 and 1932; and in how many cases were such officials appointed to posts of Class V and upwards formerly held by British subjects?

The information asked for will be found in the table appended. Every endeavour has been made to ensure accuracy, and it will be found that there are some slight variations in the 1930 figures from the answers previously given. The number of non-British foreign officials has not increased since 1929, and I am aware of no case since that year in which a British official has been replaced by a foreigner. The staff of the Egyptian University and the teaching staff of the Ministry of Education are not included in the figures now given.
Government Employes
asked the Financial Secretary to the Treasury if he can furnish a return for the latest convenient date giving the number of established and unestablished industrial staffs directly employed by the Government and the figures for the same staffs on 1st October, 1929?
The information desired is as follows:
| — | Established. | Unestablished. | Total. |
| 1st October, 1929. | 30,100 | 89,800 | 119,900 |
| 1st October, 1932. | 30,900 | 84,600 | 115,500 |
