Cinematograph Films Act, 1927

asked the President of the Board of Trade the reasons for the refusal by his Department to grant a British quota registration to a short semi-propaganda historical film called "The Highway," which complies with Section 27 (3) of the Cinematograph Films Act, 1927, is of general interest, merit, and was produced for an important British industry for public exhibition at British cinemas?

If a film complies with the requirements of Section 27 (3) of the Cinematograph Films Act, 1927, but falls within the classes enumerated in Section 27 (1) of the Act of films to which the Act does not apply, it cannot be registered, except under proviso (1) to that Section on the ground of special exhibition value. After consulting the Cinematograph Film Advisory Committee, the Board of Trade have found themselves unable to register the film in question under this proviso.

Unemployment

Road Construction, Engineering And Shipbuilding

asked the Minister of Labour if he will state what is the estimated number of men employed, directly or indirectly, by the placing of an order for £1,000,000 for road work, for engineering work, and for shipbuilding, respectively?

It has been estimated that an expenditure of £1,000,000 on road construction provides employment, direct and indirect, for about 4,000 men for a year. I regret that I have no similar figures in respect of engineering or shipbuilding.

Insurance Benefit And Transitional Payments

asked the Minister of Labour if he will state what is the average annual cost to the country of the maintenance of one unemployed man, and what is the average cost of all unemployed men, women and children respectively?

The only figures I can give are those for the amounts paid by way of insurance benefit and transitional payments. They average £55 per annum for adult men (including those with dependants) unemployed and drawing benefit throughout the year and £35 per annum for adult women unemployed and drawing benefit throughout the year.
