Transitional Payments
asked the Minister of Labour the number of applicants for transitional payment who have only been allowed payments below the maximum rates between the dates 25th January, 1932, and 4th February, 1933?
Determinations by public assistance authorities in Great Britain between 25th January, 1932, and 4th February, 1933, on initial applications for transitional payments included 451,476 in which payment was allowed at rates lower than maximum benefit rates. In the case of renewed and revised determinations the corresponding figure was 3,351,341. These figures relate to deter-

Bethnal Green
asked the Minister of Labour the number of unemployed men, women and juveniles in Bethnal Green at any convenient date in February, 1931, 1932 and 1933, respectively, and the distribution of such unemployed by trades?

Royal Air Force (Ammunition Depot)

Air Mail Services (Rates)
asked the Postmaster-General the nature of the special steps he recently proposed to take to increase the use of the parcel and sample air mail services to India and Africa?
As I have to-day informed my hon. and gallant Friend the Member for Dover (Major Astor), as from 10th April the present 1 lb. scale will be replaced by a ½ lb. scale, and the rates will in consequence be 2s. 3d. a ½ lb. to the Sudan, 3s. a ½ lb. to India and East Africa, and 3s. 6d. a ½ lb. to the Rhodesias and South Africa.
Private Schools
asked the Parliamentary Secretary to the Board of Education what action His Majesty's Government propose to take on the recent Report of the Departmental Committee on Private Schools?
I am not in a position to add anything to the answer which I gave on 10th November last to the hon. Member for East Birkenhead (Mr. White). There is no suggestion of proceeding in the near future with the legislation which would be required to give effect to the main recommendations of this committee.
War Material (Exports To China And Japan)
asked the President of the Board of Trade the exports to China and Japan since September, 1931, of military aeroplanes, tanks, armoured cars, heavy guns and high explosives?
The precise information asked for is not available, but during the 18 months ended February, 1933, the total declared value of the domestic exports of ordnance and high explosives from the United Kingdom consigned to China and Japan amounted to £51,816 and £299,653, respectively. It is not possible to state how much of the high explosives was for military use.
Housing (Loan Rates)
asked the Financial Secretary to the Treasury what is the minimum rate of interest on advances made by the Public Works Loans Board at the present time to local authoritiess for the purposes of housing; and when the last change in such rate of interest was made?
The present minimum rate is 4 per cent., to which it was reduced from 4¾ per cent. on 11th October last.
Oil Duty
asked the Chancellor of the Exchequer the estimated loss to the Revenue which would result if the hydrocarbon oil duty in respect of white spirit and turpentine were repealed?
I am not prepared to commit myself to any estimate of the effect of hypothetical changes in taxation on next year's Revenue.

Coal Industry (Pit-Head Baths)
asked the Secretary for Mines the total number of pit-head baths in use at the present time and the average number of persons who use them, with corresponding figures for Lancashire?
The number of mines in Great Britain with pit-head baths in use at the present time is 130, of which 12 are in Lancashire. I regret that I am unable to state the average number of persons at present using them, but in general it ranges between 70 and 100 per cent. of the number employed at the mines concerned. The total number of men and boys employed in December, 1931, at the mines which now have baths in use was 164,707, of whom 13,331 were at mines in Lancashire.

Electricity Charges, Chelsea
asked the Minister of Transport whether his attention has been drawn to the high rate of electricity charges in the borough of Chelsea in comparison with charges in the neighbouring boroughs; and what steps he proposes to take to provide cheaper electricity for the public in this borough?
The Chelsea Borough Council have communicated with me on the matter and intimated that they have requested the Chelsea Electricity Supply Company, Limited, to consider favourably the question of a reduction of their present charges. My jurisdiction with regard to the revision of maximum prices does not arise until a formal application is made to me in accordance with the provisions of the Electricity (Supply) Acts.
