Scotland

Employment Service Bureau, Glasgow

asked the Minister of Labour whether the Employment Service Bureau, 25, Wellington Street, Glasgow, has any connection with his Department; and, if not, will he take steps to make it clear to unemployed persons that this bureau is in no way a part of the Government Employment Exchange system?

This bureau has no connection with the Ministry of Labour, and if there is any misapprehension among local unemployed persons on this point, this reply should serve to correct it.

Key Money

asked the Secretary of State for Scotland if his attention has been drawn to the case of a Glasgow house-owner which was brought before the burgh valuation court, on Monday, 10th April, for having taken key money from several tenants, an offence of which he had previously been guilty; the amounts paid; and whether he intends taking action to protect tenants and put an end to this kind of conduct?

I have seen a Press report of proceedings which are apparently those referred to in the question. According to that report, the amounts paid were £6, £12 and £15. I have no information whether the Rent Restrictions Acts apply to the houses in question; but if there has been a contravention of Section 8 of the Act of 1920, the amount is recoverable and the contravention may be reported to the Procurator-Fiscal. There are no grounds for any action on my part.

Housing (Rural Areas)

asked the Secretary of State for Scotland how many houses have been completed in rural areas in Scotland under the provisions of the Housing (Slum Clearance) Act, 1930, in each month since the Act came into operation?

The number of houses completed in county areas in Scotland with assistance under the Housing (Scotland) Act, 1930, each month since that Act came into operation in August, 1930, is as follows:

India (Meerut Prisoners)

asked the Secretary of State for India how many of the Meerut prisoners have been released on bail pending their appeal; and on what date the appeal will be heard?

I understand that nine of the prisoners have been granted bail. As regards the second part of the question, I cannot add anything to the answer which I gave to the hon. Member on 20th March. The Government of India are anxious that the hearing should commence as soon as possible.

Cranham Church Of England School

asked the Parliamentary Secretary to the Board of Education whether he has yet come to a decision as to closing the Cranham school; if so, for what reason and at what date; and is he aware that it will be almost im- possible for many children living in Cranham to reach an adjacent school?

No proposal for the closure of the Cranham Church of England School (Gloucestershire) has yet been submitted to the Board of Education by the local education authority.

Post Office

Ex-Telegraphist, Bakewell

asked the Postmaster. General the reasons for the dismissal of Mr. H. Letford, telegraphist and sorting clerk, Bakewell post office; and on what grounds permission was refused to a relative of his at a country sub-post office to give him employment?

Mr. Letford, whilst still on probation, was retired from the Post Office service on medical grounds in June, 1929, with the usual gratuity. I am not aware of any foundation for the suggestion in the latter part of the question.

Telegraph Poles

asked the Postmaster-General whether he has considered the use of Empire-grown hard-wood telegraph poles in place of the foreign soft-wood poles now used; and whether an economy would be effected by using these poles on account of their greater strength and durability?

The answer to the first part of the question is in the affirmative. As regards the second part, there is no ground for regarding hardwoods (which cannot be effectively creosoted) as equal in durability to creosoted Scots pine, of which the home-grown supply has substantially increased of late, or to other softwoods obtainable within the Empire: and on present indications the replacement of softwoods by hardwoods would be highly uneconomical.

Trade And Commerce

Russia

asked the President of the Board of Trade whether the termination, on 17th April, of the Anglo-Russian trade agreement will involve any interference with the normal activities of the Union of Socialist Soviet Republics trade delegation; and, if so, what steps will be taken to safeguard the position of British traders who have received the Union of Socialist Soviet Republics trade delegates' guarantee of fulfilment of contract given under Clause 2 of the said agreement?

While the termination of the present agreement does not of itself deprive the Soviet Trade Representative of any authority which the Soviet Government may have given to him, the Soviet Government will, after the agreement lapses, no longer be under an obligation to His Majesty's Government in the United Kingdom to accept responsibility for transactions which may be entered into, and guarantees which may be given on its behalf, by their trade representative. The validity of guarantees given during the currency of the agreement will, however, not be affected.

War Material (Export)

asked the President of the Board of Trade if he will publish a statement, giving particulars of the arms and munitions and naval and military stores, not including sporting arms and munitions, in respect of which he has issued licences to export to Japan and China during February and March, 1933.

Argentina

asked the Secretary of State for Foreign Affairs in view of the fact that the recent D'Abernon agreement failed to receive ratification by the Argentine Government, whether the Argentine Government has undertaken to ratify any arrangements to be mutually agreed upon by His Majesty's Government and the Argentine commercial delegates and now reaching conclusion?

The answer is in the negative. I am confident that the Argentine Government will use its best endeavours to secure the assent of the Legislature with a view to the ratification of any agreement which may be reached.

Wheatley Hill Colliery, Durham (Regulations)

asked the Secretary for Mines if he is aware that Seciano 76 of the Coal Mines Act, 1911, and Regulations 106 (a) and 109 (a) of 19th May, 1914, are not being carried out at Wheatley Hill Colliery, county Durham; and will he have inquiries made?

Suitable sanitary conveniences, under cover and partitioned off so as to secure privacy, are provided at this colliery—one in each of the winding engine houses and one near the boiler house and screens. Additional conveniences are being erected, and will be available shortly.

Alien Jews

asked the Home Secretary the total number of alien Jews who have arrived in the United Kingdom within the past month and the country or countries from which they came?

Statistics as to foreigners entering the country are based upon nationality, and no separate figures in respect of Jews are available.

Sunday Entertainments, London

asked the Home Secretary, in view of the decision of the London County Council to waive the condition for the granting of a licence to open cinemas on Sundays that each exhibitor shall keep a register of the hours worked by each employé, what precautions will be taken, in the absence of such a register, to secure the observance of the conditions of labour on Sundays imposed by Clause 1 (1) (a) of the Sunday Entertainments Act, 1932?

I am informed by the London County Council that while it is the case that they have decided for an experimental period not to require the licensee of a cinema to specify in a register the weekly hours of work of each employé, the licensee still remains under obligation to specify in the register the day of rest taken. My hon. Friend will realise that, in these circumstances, the council will be in a position to secure the observance of the condition of labour on Sunday imposed by Section 1 (1) (a) of the Sunday Entertainments Act, 1932, and I would add that the council have reserved the right to re-impose the full original condition if at any time this is found to be necessary.

Moneylenders (Actions)

asked the Home Secretary how many actions were brought against licensed moneylenders in 1932; and how many since the passing of the Act?

I regret that the information asked for by the hon. Member is not available.

Proposed Carnival, London

asked the Home Secretary if his attention has been drawn to the fact that it is proposed to hold a carnival procession and battle of flowers in certain West End London streets during the month of June; and whether, to avoid dislocation of traffic, he will take steps to prohibit the holding of such a demonstration?

I understand that the proposal in question is still in a tentative stage and no definite plans have yet been formulated. Until the detailed proposals of the organisers have been submitted for examination by the various authorities concerned, I am not in a position to make any statement in the matter.

Beet-Sugar Factories (Alien Employes

asked the Minister of Agriculture whether he is aware that in the beet-sugar factories in this country nearly all the principal chemical positions are still filled by aliens; and whether, in any negotiations for a continuance of the subsidy, he will ensure that British chemists are given opportunities for training so that they can replace aliens in a reasonable time?

I understand that only 28 aliens are now employed in beet-sugar factories in this country, and of these the number designated As chemists is two. All practicable steps are taken with a view to ensuring that British employés are given an opportunity of gaining the necessary experience to enable them to qualify for technical posts in the industry; but, as my hon. Friend is aware, the question of the conditions under which permits are granted for the employment of Aliens in this country is a matter for my right hon. Friend the Minister of Labour.

House Building (Fair Wages Clause)

asked the Minister of Health what action he has taken or proposes to take to secure that the fair rate of wages Clause shall be observed in the erection of houses which may be financed by loans from local Authorities or from building societies in respect of which local authorities may guarantee a percentage of the loan?

My right hon. Friend proposes to draw the attention of local authorities to this matter in the circular to be issued on the passing of the Bill which is now before Parliament.

Customs Duties (Receipts)

asked the Chancellor of the Exchequer the amount of revenue derived from duties upon goods imported into this country during the fiscal year just closed?

The receipts into the Exchequer in, respect of Customs duties during the year ended 31st March, 1933, were £167,235,000.
