Wormwood Scrubs Prison (Youths, Reports)

asked the Home Secretary how many general reports on youths on remand at Wormwood Scrubs boys' prison were submitted during the past year at the request of magistrates; and what percentage of all the cases on remand at that prison does this figure represent?

During the 12 months ended 31st May, 1933, 218 general reports were submitted at the request of magistrates; this represents 8.06 per cent. of the 2,705 young prisoners who were received on remand into Wormwood Scrubs Prison during that period?

Nystagmus

asked the Home Secretary how many cases of nystagmus were certified in each of the years from 1920 to 1932, inclusive?

The numbers of cases of nystagmus for which certifying surgeons in Great Britain gave certificates of disablement during the years 1920 to 1931 inclusive, were as follow:

The tabulation of the figures relating to the year 1932 is not yet complete. In a certain number of the above cases the decision of the certifying surgeon will have been reversed by the medical referee, but precise figures are not available.

Foreign Flour (Import)

asked the President of the Board of Trade if he is aware that French flour has been recently quoted on the market at from 11s. 9d. to 12s. 9d. per sack of 280 lbs. c.i.f., and Italian flour at 7s. 9¾d. per sack of 280 lbs.; by what form of State aid the cheapness of these imports is facilitated; and, in view of the fact that these importations are creating a serious situation for the milling industry, what action does he propose to take?

I am aware of quotations for French and Italian flour similar to those mentioned by the Noble Lady. I do not know of any system of subsidy on the export of flour in either France or Italy. The Import Duties Advisory Committee have under consideration an application for an increased duty on imported foreign flour.

Coal Industry (Horses And Ponies)

asked the Secretary for Mines the total number of horses and ponies employed in the mines in Scotland, Durham, Northumberland, Yorkshire, Lancashire, Nottinghamshire, North Staffordshire, Derbyshire, and in the Swansea and Cardiff and North Wales divisions, respectively, at the end of 1932; the total tonnage of coal raised in each of these coalfields; and the number of ponies employed below ground per 1,000,000 tons of coal raised in each of these areas?

Housing, Scotland (Rents)

asked the Secretary of State for Scotland whether he is aware that tenants in most of the municipal housing schemes in Scotland, built under the 1919 and 1924 Acts, are complaining of excessive rents which they are unable to pay because of unemployment or low wages; whether he has considered a communication from municipal tenants requesting an all-round reduction of 25 per cent. in the rents of ordinary houses; and will he consider the advisability of setting up a committee to report on recommendations for the reduction of rents to bring those into conformity with the incomes of the tenants?

The answer to the first part of the question is in the negative. From time to time representations

The figures are given in the following table: —from various bodies in favour of a general reduction of the rents of all houses have been received and considered, but I do not propose to take the action suggested in the third part of the question.

Empire Marketing Board

asked the Secretary of State for Dominion Affairs if he can now make a statement with regard to the future of the Empire Marketing Board?

The Government is considering the position arising as the result of the report of the Committee on Economic Consultation and Co-operation, but my right hon. Friend is not yet in a position to indicate the action which will be taken on the report.
