Art And Industry (Representative Council)
asked the President of the Board of Trade whether it is proposed to adopt the recommendation of Lord Gorell's Committee on the production and exhibition of articles of good design to the effect that the Board of Trade should be responsible for the advancement of industrial art?
I have considered the recommendation to which my hon. Friend refers, in consultation with my right hon. Friends, the Secretary of State for Scotland and the President of the Board of Education. I have also had the advantage of consulting Lord Gorell. As a result, it has been decided to adopt the recommendation, and I am taking steps to appoint a representative Council to deal with questions affecting the relations between art and industry. The Council will include, artists, in- dustrialists and distributors, together with representatives of the Government Departments most closely interested. There will be a Scottish Committee of the Council which will meet in Scotland and will consist of the Scottish members of the Council with additional members. The Chairman of the Council will be Mr. Frank Pick. I hope to be in a position to announce the names of the other members of the Council at an early date.
Electricity Supply
Minchinhampton
asked the Minister of Transport whether he will make representations to the Electricity Commissioners with the object of securing electricity for Minchinhampton, Gloucestershire?
I am informed that the Electricity Commissioners are investigating the question whether a supply of electricity can be given in Minchinhampton, and I will inform my hon. Friend of the results as soon as possible.
Charges
asked the Minister of Transport the rate charged per kilowatt-hour by the Central Electricity Board to authorised supply undertakings; the cost incurred by the undertaking in transmitting the electricity to the domestic consumer; and the rate charged per kilowatt-hour by the supply undertaking to the domestic consumer?
The grid tariffs of the Central Electricity Board for bulk supplies to authorised undertakers are two-part tariffs involving a kilowatt charge component and a unit charge component; while the charges made by undertakers to domestic consumers for lighting and other supplies comprise a variety of flat rates and two-part tariffs consisting of a fixed charge and a unit charge which may differ in different areas. In the circumstances, the question asked by the hon. Member does not admit of a general answer.
Crude Oil (Import)
asked the Financial Secretary to the Treasury the total quantities of crude oil imported from foreign countries during the year 1932 and for the six months ended 30th June, 1033, and the total quantities of such crude oil in the respective periods which is subject to distillation in this country, setting out the main headings of the distillates and residuals both in quantity and relative percentages to the total?
I have been asked to reply. The total quantity of crude oil imported into this country during 1932 was 368.4 million gallons, almost entirely from foreign countries. During the six months ending 30th June, 1933, the total quantity was 192.7 million gallons. Substantially the whole of the crude oil imported is subjected to refining before use, and in addition considerable quantities of semi-refined imported petroleum products are also subjected to further refining in this country. The particulars of oil refining in this country are compiled once a year, and separate particulars are not available in respect of crude oil and semi-refined products treated. The particulars for the year 1932 appeared in the Board of Trade Journal for 22nd June last, and I am sending on my hon. Friend a copy of the statement.
Public Inquiry, Dursley
asked the Minister of Health whether he is aware of the dissatisfaction that exists in the parish of Dursley as a result of his inspector's conduct of the public inquiry held at Gloucester on 19th October, 1933; and will he state why his inspector refused to hear certain evidence from several Dursley witnesses?
I have received from the parish council a copy of the letter which they addressed to my hon. Friend. I understand that counsel representing the Dursley Parish Council made a full statement to the inspector at the inquiry. In view of the fact that the contentions of each side had been made perfectly clear by counsel, the inspector did not consider that the hearing of evidence was necessary. No protest against this procedure was made on the day on which the case was heard, nor on the last day of the inquiry, when the inspector inquired whether anybody had any question to raise before the inquiry was closed.
Local Authorities (Medical And Hospital Services)
asked the Minister of Health the total cost of the medical services provided under the Poor Law, including the district medical and hospital services, in England and Wales; and the total cost of hospital services provided under the Public Health Acts in England and Wales for the latest available year?
The estimated expenditure of Poor Law authorities in England and Wales on the treatment of persons suffering from bodily or mental infirmity in Poor Law establishments or in receipt of domiciliary relief during the year ended 31st March, 1932, was £6,770,628. Details distinguishing the cost of the district medical and hospital services will be found on page 16 of Part I of the Local Taxation Returns for England and Wales, 1931–32. The total expenditure of local authorities in England and Wales in the same year on hospital services under the Public Health Acts, including hospitals for the treatment of infectious disease, was approximately £10,750,000. Certain expenditure on hospital services was also incurred under the Maternity and Child Welfare Act, but the amount cannot be precisely stated. The amounts mentioned do not include capital expenditure.
Radnage And Stokenchurch Water Scheme
asked the Minister of Health the reason for the inclusion of Bledlow in the Radnage and Stokenchurch water scheme; who insisted on this inclusion; and if it has led to delay in the scheme?
No water scheme for Radnage and Stokenchurch has yet been submitted for my approval. The question whether Bledlow should be included in the scheme is a matter for the Wycombe Rural District Council to consider in the first place.
Advertising Frames, Empire Marketing Board
asked the Secretary of State for Dominion Affairs what organisation or Department is at present bearing the cost of the site rental for the publicity boards of the Empire Marketing Board; and what steps have been taken to provide for their being taken over either by an outside body, one of the new marketing boards, or by another Government Department?
During the month of November the Ministry of Labour made use of the advertising frames of the Empire Marketing Board and met the full expenditure involved, including the rent of sites. As regards the second part of the question, negotiations are now in progress with a view to the transfer of these frames, wherever possible, to local authorities for use primarily for health propaganda.
