Trade Agreements (Coal)

asked the President of the Board of Trade the increase, if any,

during the last six months in the importation of such goods as were accorded a reduction in the amount of duty payable on entry into the United Kingdom in the various trade agreements which have been made with foreign countries; what increase, if any, there has been during the last six months in the amount of coal exported from Great Britain to those countries with which agreements on the subject of coal were concluded; and what increase, if any, there has been during the last six months in the exports from the United Kingdom which were accorded lower rates of duty in those agreements?

For reasons which I have explained to my hon. Friend, the precise information for which he asks in the first and third parts of the question cannot be furnished in the aggregate. During the six months ended January, exports of coal to the countries in question amounted to 1,122,000 tons (24 per cent.) more than a year earlier.

North Atlantic Shipping

asked the President of the Board of Trade the number of passengers and the number of sailings between Europe and the United States of America, North Atlantic ports, and vice versa, during the first six months of 1933, showing separate figures for British, Continental and American flags?

Arms And Munitions (Export)

asked the President of the Board of Trade what procedure is adopted in reviewing applications for the export of arms and munitions and determining what licences should be granted?

The Board of Trade are guided in this matter by the advice of the Foreign Office and the Service Departments.

asked the President of the Board of Trade how many licences for the export of arms and munitions have been granted and how many refused since 1918?

Records of the number of licences issued are not available for the whole period in question. In any event, statistics showing only the number of licences issued would give no indication of the quantities or materials covered by such licences, and to extract the information as to quantities and materials over the period for which records are available would require expenditure of much time and labour. I would point out that the monthly and annual trade accounts give particulars of the exports of arms, ammunition and military and naval stores.

Russia

asked the President of the Board of Trade to which of His Majesty's Colonies, possessions or protectorates, or to which mandated territories administered by His Majesty's Government in the United Kingdom the provisions of the temporary commercial agreement with the Government of the Union of Soviet Socialist Republics in April, 1930, have been extended; and to which of such countries agents of the trading organisations of the Union of Soviet Socialist Republics have been sent?

The provisions of the Anglo-Soviet Temporary Commercial Agreement, 1930, were extended to Malta, Bermuda, British Guiana, Falkland Islands, Jamaica (including Turks and Caicos Islands and Cayman Islands) Seychelles, Trinidad and Tobago, Wind- ward Islands (Grenada, St. Lucia, St. Vincent). The agreement expired on 16th April, 1933. I am not aware that agents of the trading organisations of the Union of Soviet Socialist Republics were sent to any of these Colonies, but I have no complete information on the subject.

asked the Minister of Health what was the population of the four districts of Stepney: Limehouse, St. George-in-the-East, Mile End Old Town, and Whitechapel, in 1931?

If it is rightly understood that the hon. Member refers to the four registration sub-districts, bearing the names stated, into which the Stepney registration district and metropolitan borough is at present divided for birth and death registration purposes, the particulars asked for are as follow:

I have been asked to reply. This matter is at present under consideration, and I hope it may be possible to produce an annual estimate, as my hon. Friend suggests.
