India (Sir Otto Niemeyer's Report)
asked the Under-Secretary of State for India whether the Indian. Legislative Assembly has yet had any opportunity of discussing the Niemeyer Report; whether he is aware that such an opportunity was sought by the Indian Opposition in the Assembly; and will he inquire as to the grounds upon which the Government of India refused that request?
I would refer the hon. Member to the reply which I gave on the 18th May to the hon. Member for Consett (Mr. David Adams), to which I have nothing to add.
Juvenile Courts
asked the Home Secretary what is the total number of juvenile courts; and whether he can say if all county councils and borough councils have now made arrangements for the employment of an adequate number of whole-time probation officers of both sexes?
There are 1,169 juvenile courts in England and Wales. The appointment of probation officers rests with the justices or probation committees and not with county councils and borough councils. As regards the adequacy in number of full-time officers, I would refer my hon. Friend to the recently issued report of the Summary Courts (Social Services) Committee which deals with this matter.
Anglo-Egyptian Conversations
asked the Secretary of State for Foreign Affairs when it is expected that the British and Egyptian delegations now meeting in Cairo will finish their discussion of the military problems; whether they are aiming at the conclusion of an agreement on all the questions at issue before the summer vacation; and whether His Majesty's Government is doing all in its power to expedite such an agreement?
I regret that I am unable to make any definite estimate as regards the first part of the question. The answer to the second and third parts of the question is "Yes, Sir."
Brazil (Debts)
asked the Secretary of State for Foreign Affairs whether he is aware of the prolonged delay and expensive procedure to which British firms are subjected when taking action to recover debts in the courts of Brazil; and whether he will make representations in the matter to the Brazilian Government?
While my right hon. Friend the Foreign Secretary has received no complaints on the particular matters referred to by my hon. Friend, criticisms have been received of the attitude of the courts in Brazil in certain cases where British firms were involved and representations have been made to the Brazilian Government regarding them.
Turkey (Dardanelles)
asked the Secretary of State for Foreign Affairs whether it is proposed to hold an international conference to consider the request of the Turkish Government to refortify the Dardanelles?
I am not yet in a position to make a statement.
Defence (Trade Union Labour)
asked the Minister for the Co-ordination of Defence whether he has yet been in consultation with the trade unions upon the expansion of the supply of skilled labour for the execution of the rearmament programmes approved by Parliament?
In my reply on the 25th March to the hon. Member for Doncaster (Mr. Short) I stated that the employers' and workpeople's organisations in the industries concerned with the defence programme would no doubt wish to discuss through their joint machinery any problem in which they were mutually concerned and that they might be relied upon to seek consultation with the Government, either directly or through their central organisations when it appeared to them to be desirable. As my right hon. Friend is aware, there is in each of these industries joint negotiating machinery of an effective character, and further experience has satisfied me that this is being successfully used in the settlement of the various questions arising in conection with the Government programme.
Telephone Service, Wales
asked the Postmaster-General the number of villages in Wales with a population of over 250 and 500, respectively, which have no telephone facilities?
I am sorry that the available records do not enable me to give the information asked for, but I am making such inquiries as are possible and will let my hon. Friend know the result later.
