Blind Persons (Poor Law)
asked the Minister of Health whether he is in a position to announce the introduction of the Bill to extend the principle of removal of the blind from the administration of the Poor Law, as foreshadowed in his speech at Worcester last September?
This Bill is in course of preparation but my right hon. Friend is not yet in a position to announce the date of its introduction.

British Capital Investments
asked the Under-Secretary of State for India whether he can state the amount of British capital invested in India?

Unemployment (Sunderland And District)
asked the Minister of Labour whether he will state the number of unemployed registered at the Sunderland, Pallion, and Southwick-on-Weir employment exchanges and the Sunderland juvenile employment bureau who have been unemployed for the following periods: one year but less than two years, two years but less than three years, three years but less than four years, four years but less than five years, five years and over?
Statistics relating to the length of the last spell of unemployment are available only in respect of persons applying for insurance benefit or unemployment allowances. The number of such applicants on the registers of the offices referred to, at 25th January, 1937, who had been continuously on the registers for periods of 12 months or more were as shown below:

Post Office
Mail Transport Expenditure
asked the Postmaster-General whether he can give the present percentage of expenditure upon the transport of internal mail by air, rail and road, respectively; and what is the approximate annual volume of such mail now transported principally by each of these three methods?
It is estimated that of the total expenditure incurred in the year 1936–37 upon transport in connection with the internal mail services, the proportions attributable to air, rail and road conveyance are:

Since, however, the cost of conveyance of mails by road covers also a large percentage of collection and delivery work which cannot be segregated, these figures do not represent even approximately the correct proportion of expenditure attributable to transport as such. They are, however, all that is available. Information as regards the volume of mail transported in the respective categories is not available.
Gas Explosion, Holborn, London
asked the Postmaster-General whether he can state the total expenditure incurred as a result of the Holborn explosion in 1928; and what steps have been taken since to give effect to the recommendation of the commission of inquiry, particularly as to the employment of some form of continuous gas detector?
The Post Office expenditure was approximately £100,000. The principles embodied in the Commission's recommendations, so far as they affected the Post Office, have been applied to Post Office underground plant throughout the country. Continuous detectors, which would automatically operate power-driven fans should any gas find its way into the portions of the Post Office Holborn tube still in existence, were installed in 1930.
Ombersley, Worcestershire (Change Of Address)
asked the Postmaster-General whether he is aware of the great inconvenience caused to residents at Ombersley, Worcestershire, by the change of address from Ombersley, Worcestershire, to Ombersley, Droitwich, Worcestershire, and that the inconvenience has been aggravated by the short notice; and whether he will arrange for a shorter address to be permitted or for the franking of correspondence in cases such as these?
The change of address was necessary to ensure the punctual running of an important mail service. I appreciate that it may cause some temporary inconvenience and I much regret that longer notice of the change was not given. As regards the latter part of the question, I am not quite clear what my hon. Friend means by "franking." If he will be good enough to write to me about any difficulty which has been encountered I shall be glad to have it investigated.
Royal Ordnance Factory, Nottingham
asked the Secretary of State for War whether he will state the causes of the unexpected delay in equipping the Meadows gun factory at Nottingham; and whether the estimated expenditure of £1,374,000 on construction and conversion involves any serious alterations to the existing buildings?
I am not aware of any delay in equipping the Royal Ordnance Factory, Nottingham. No serious alteration to the existing buildings is involved.

literature by that association contains phrases which might mislead intending settlers?
As I stated in my reply to the hon. Member of 12th February I have addressed certain inquiries to the 1820 Memorial Settlers' Association and the United Kingdom High Commissioner in the Union of South Africa. Some time must necessarily elapse before the replies to these inquiries are complete, and I cannot express any opinion until they have been received and considered. The reply to the last part of the question is in the negative, but if the hon. Member will indicate the phrases to which he takes exception I will consider them in consultation with the association.
Royal Dockyards (Industrial Employes)
asked the First Lord of the Admiralty the number of men, established and hired, respectively, employed in each of His Majesty's dockyards at the latest available date; and what were the corresponding figures for 1935 and 1936?
The particulars desired by the hon. Member are given in the following table, the figures in which relate to the month of January in each of the three years in question:been in process of reduction to a normal proportion. This reduction should, however, have practically ceased as a result of recent measures, including the revision of the quotas of established men, which will, generally speaking, in due course lead to an increase in the numbers on the established list.
