Pensions Assessment Tribunals

asked the Minister of Pensions when he proposes to set up assessment tribunals.

This is a matter which I intend to keep under review, but I am afraid I am not at present in a position to say when it will be practicable or desirable to appoint a day for the operation of Section 5 of the Pensions Appeal Tribunal Act, 1943, particularly in view of the priority which must be given to the much more important issues involved in entitlement appeals.

Tristan Da Cunha (Economic Conditions)

asked the Secretary of State for the Colonies if he will make a statement from the most recent information received on the social and economic conditions of the inhabitants of Tristan da Cunha.

Improvements have been made in social conditions on the Island since 1942, when detachments of the Royal Navy and the South African Air Force were posted to the island. The naval party included a surgeon lieut.-commander, who was placed in administrative charge of the island, and a naval chaplain. A council of ten islanders were set up to assist in the administration and with their co-operation improvements were made in the sanitation of the settlement, in agricultural methods, particularly in the care of livestock, and in various other directions. The erection and maintenance of the station afforded to the islanders an opportunity for paid employment of which they readily availed themselves, and they were thus able to purchase from the naval canteen supplies of groceries, clothing and other necessities. A branch of the British Post Office Savings Bank was opened by the naval surgeon and surplus cash to a total of about £300 has been deposited in the bank by the islanders.The naval party is to be withdrawn at the end of the year, but it is probable that a meteorological station will be permanently maintained on the island. It is estimated that supplies sufficient to last the islanders for one year will be left

in situ on the withdrawal of the naval party. A chaplain is being sent out to the island by the Society for the Propagation of the Gospel to replace the naval chaplain, and he is now on his way to the island accompanied by his wife. Future arrangements for the welfare of the islanders are now engaging my attention.

Motor Tyres

asked the Minister of Supply and of Aircraft Production if he can give an estimate of the number of old motor tyres collected at dumps all over the country; and in view of the shortage of tyres both in Britain and on the Continent, what steps he is taking to make use of these old tyres.

There are some 9,000,000 old motor tyres on the dumps. The great bulk of them are only suitable as scrap rubber for reclaiming, for which there is no shortage of material at present. The dumps are being searched, however, and so far 210,000 tyres with some further life have been sorted out for use in liberated areas or at home.

Cancer

asked the Minister of Health what was the death rate per 1,000,000 living from all forms of cancer in the years 1940, 1941, 1942, 1943 and 1944.

The standardized death rates are those which would have been recorded if the sex and age constitution of the population had been the same as in 1901.

Dismissed Agricultural Workers

asked the Minister of Labour with reference to Appendix 3, paragraph 5, to the Report of the Committee of Public Accounts, 1945, and Questions 1357 to 1365 of the Minutes of Evidence, why no employment was offered to two agricultural workers during a period exceeding six months after their dismissal by a war agricultural executive committee had been reported to the National Service officer; and what was the approximate loss to public funds consequent upon this omission.

As the hon. Member is aware, over two years have elapsed since these cases originated. In one case the worker was offered other employment on a number of occasions, the first occasion being immediately after his dismissal by the War Agricultural Executive Committee, but the offers were refused. In the other case, the local officer of my Department for some reason which cannot now be ascertained did not make contact with the man until eight months after the date of his dismissal. Employment was then offered immediately and accepted. The cost to public funds was approximately £227 in one case and £174 in the other.

Civil Service

Permanent Appointments(Marriage Bar)

asked the Chancellor of the Exchequer whether marriage is a bar to the transfer of a temporary woman civil servant to the permanent established staff, provided that in other respects she is eligible for transfer.

A married woman may not be appointed to an established post in the Civil Service unless the Civil Service Commissioners, the Treasury, and the Head of the Department to which she is to be appointed are satisfied that her employment is advisable in the light of her special qualifications or special experience.

Civil Service Committee, Northern Ireland

asked the Secretary of State for the Home Department whether he is aware that officers who wish to take advantage of the Government of Ireland Act, 1920, are adversely affected because the Civil Service Committee for Northern Ireland, which was set up under Section 56 of that Act, lacks a chairman; and whether he will take steps to have a chairman appointed forthwith.

I have been asked to reply. The question of filling this vacancy is at present under consideration in the Treasury. I understand that meanwhile the Committee's business is not adversely affected.

asked the Minister of Education if she will give a list of the schools which have applied for direct grant, indicating those applications which have been accepted and those which have been refused.

List of Schools recognised under the former Regulations for Secondary Schools, the Governors of which have applied for recognition as direct grant grammar schools under Part IV of the Primary and Secondary Schools (Grant Conditions) Regulations, 1945.

Teachers' Training Courses

asked the Minister of Education how many men and women, respectively, successfully completed courses of training for the teaching profession in each of the years 1939–1945 inclusive; and how many withdrew from the teaching profession in each of those years on ceasing to be eligible to teach in contributory service or on being awarded superannuation allowances.

Teachers who retired from teaching on marriage and withdrew their accumulated superannuation contributions are not included in the figures of retirements.

The figures for 1945 are not yet available.Complete statistics under the headings of the second part of the Question are not available.Teachers do not cease to be eligible to serve in "contributory service" at any prescribed age although service after the age of 65 does not count for pension purposes. On the other hand, a teacher who has completed sufficient service can receive pension at 60 without continuing in service till that age and in normal times the number of pensions awarded in any year at 60 to teachers who retired at an earlier age can be taken as roughly balanced by those who retire in that year to await pension in a later year. It is estimated, however, that on 31st March, 1945, 1,150 men and 1,350 women who would normally have received pension during the war years were still in service.The figures in the following table are therefore approximate:

Royal Navy

Dockyard Workers (Release)

asked the First Lord of the Admiralty whether he will release the 438 building trade workers now working in His Majesty's dockyards as dilutee shipwrights, in view of the urgent necessity for these men on bomb-damage repairs and building of temporary and permanent houses in devastated Plymouth.

All restrictions on the release of workmen of the shipbuilding and engineering trades in the Royal dockyards were removed on 17th August last. It follows, therefore, that any dilutee shipwrights in the Dockyards who are building trade workers may take their discharge if they so wish.

T124 Personnel

asked the First Lord of the Admiralty whether personnel serving under T.124 agreement are subject to the provisions of the Naval Discipline Act.

asked the First Lord of the Admiralty in view of the fact that personnel serving under T.124 agreement are required to wear uniform during their term of service, what provision is made to supply such personnel on discharge with an issue of civilian clothing.

It has been decided that T.124 personnel are to be eligible for civilian clothing benefit on release under the same conditions as other Service personnel.

asked the First Lord of the Admiralty what are the differences in the provision made for personnel serving under T.124 agreement on release or discharge from that service, and other officers and men of the Merchant Navy.

Officers and men in the Royal Navy serving on T.124 agreements receive on release in Class A the following benefits: 56 days' resettlement leave, civilian clothing benefit and the protection of the Resettlement in Civil Employment Act. I understand from my right hon. Friend the Minister of War Transport that these benefits are not applicable to the Merchant Navy.

Medical Officers (Release)

asked the First Lord of the Admiralty when Naval medical officers may expect definite information regarding their release; why this release is considerably behind that of other Naval officers; what reduction is contemplated in the Naval medical service now that the war is over; and how many doctors have been recruited to this service during the past 12 months.

The Admiralty has not yet complete information as to the state of wounded and invalids on the distant stations or of Naval personnel who have been prisoners of war in Japan. It is not yet clear what arrangements can be made for bringing these patients home. Further, it has not yet been settled how many doctors can be recruited into the Navy in the coming months and until these factors are known it will not be possible to give definite information regarding release of Naval medical officers. I am able to say that we expect to release Groups 9–19 by the end of 1945 and up to Group 30 by the end of June, 1946, in each case excluding those officers who volunteer for further service. If it proves at all possible with further knowledge to improve on these figures, this will be done.At the above rate, release of medical officers will be only one or two groups behind the average rate for Naval officers. The reason for this slightly lower rate of release is primarily that the war in the Far East has been as much a war against disease as against the Japanese. It was necessary to send so many doctors to the East that the Naval requirements of doctors after the end of the war with Germany were actually greater than before. Although 187 doctors had been entered during the past 12 months there was still a very serious deficit. Now that the war with Japan is over, it will become possible to restore the situation fairly rapidly if the factors I mentioned at the beginning of my reply prove favourable. I should mention, however, a difficulty which will become apparent towards the end, that Naval surgeons as a rule are given their commissions several years older than other officers. This would naturally tend to leave them about four groups behind.

Scotland (Farm, Islay)

asked the Secretary of State for Scotland if the farm of Ballinaby, Islay, has been acquired or merely requisitioned, and if the former what capital sum has been paid; what has been the total expenditure and receipts since the commencement of the operation; how was that expenditure apportioned between drainage, buildings, etc., and ordinary farming expenditure and receipts; and when it is expected that expenditure will cease, over and above the ordinary current farming expenditure to be met out of receipts for produce.

Part of the farm of Ballinaby, Islay, has been requisitioned. The question of acquisition is under consideration. The total Expenditure and Receipts are:—

Post Office (Broadcast Relays)

asked the Postmaster-General (1) whether it is proposed, on the expiration of the licences of broadcast relay companies, to acquire the system for operation by his Department in accordance with the recommendation of the Ullswater Committee in 1935;

(2) whether the development of a Post Office service for broadcasting wireless programmes to telephone subscribers, plans for which were suspended in 1940, is now to be revived;

(3) to what broadcast relay companies licences have been issued: what is the number of relay exchanges in operation; and the number of subscribers receiving broadcast programmes on the relay system.
