Kenya (Death Sentences)

asked the Secretary of State for the Colonies under what section of the Penal Code two Africans were recently sentenced to death for rape in Kenya; and what are the terms of the section.

I have asked the Governor of Kenya to supply the information requested, and will communicate with the hon. Member in due course.

National Finance

Banks (Credit Facilities)

asked the Chancellor of the Exchequer what restrictions he places on banks in respect to loans for speculative purposes.

In accordance with the requests which the Bank of England have addressed to them on my behalf, the banks have given valuable help in adapting the policies governing the granting of credit facilities, in order to conform with the general disinflationary policy of the Government. In particular, they have been asked, among other things, to grant no facilities for speculative purposes.

War Damage, Manchester

asked the Chancellor of the Exchequer the amount of war damage in terms of money suffered by the City of Manchester; and the rateable value lost to the City by such damage.

I regret that information on the first part of the Question is not available. The second part of the Question can be answered only by the Manchester Corporation and I suggest that the hon. Lady may care to write to them.

Trade And Commerce

Utility Fabrics

asked the President of the Board of Trade if he will provide a list of the utility numbers of the various items of clothing, dress materials, furnishing fabrics and carpets with a broad indication of the quality applicable to each number.

The utility numbers and specifications of woven cloth knitted goods and furnishing fabrics are contained in the following Statutory Instruments:

Utility Woven Cloth (Cotton, Rayon & Linen) Order, 1950 (S.I. 1950 No. 304) and Schedule N.W.3 to that Order as amended by S.I. 1950 No. 450 with List No. 1 of Amendments to Schedule N.W.3 and S.I. 1950 No. 832 with List No. 2 of Amendments to Schedule N.W.3.
Utility Woven Cloth (Wool & Animal Fibre) (Marking, Supply and Manufacturers' Prices) Order, 1950 (S.I. 1950 No. 608) as amended by S.I. 1950 No. 1002.
Knitted Goods (Manufacture & Supply) Order, 1949 (S.I. 1949 No. 1927) with Utility Knitted Goods Schedule K to that Order as amended by S.I. 1949 No. 1991, S.I. 1950 No. 151, S.I. 1950 No. 502 and S.I. 1950 No. 946.
Utility Curtain Cloth Order, 1950 (S.I. 1950 No. 26) as amended by S.I. 1950 No. 821.
Upholstery Cloth (Utility) Order, 1948 (S.I. 1948 No. 881) as amended by S.I. 1949 No. 1642 and S.I. 1950 No. 822.
Utility clothing, other than knitted goods, bears the utility number of the cloth from which it has been made. There are no utility carpets.There are many utility numbers and it is not practicable to give a summary of the quality applicable to each.

Factory Extension, Coventry

asked the Minister of Town and Country Planning whether the application of Messrs. Courtaulds, Limited, to extend their factory in Coventry in order to concentrate work transferred from their existing premises at Clayton-le-Moors has been granted.

I have been asked to reply. I am sorry that I cannot give my hon. Friend an answer at the moment but I will write to him as soon as possible.

Endowed Schools, Hertfordshire

asked the Minister of Education whether he will make available in the Vote Office a copy of the scheme concerning Endowed Schools (Educational Foundations) in the county of Hertfordshire.

Copies of the scheme will be available at the Vote Office on Monday, 17th July. In the meantime I am sending the hon. Members a copy of the scheme as finally settled under my official seal.

Domestic Gas (Cost)

asked the Minister of Fuel and Power what was the average cost per therm of gas used for domestic consumption each year since 1945.

Full and reliable information on the average price of gas for domestic consumption is not available. According to the best approximate estimate that can be made, the average price per therm for each year since 1945 has been as follows:
