Education

Primary And Secondary Schools

asked the Minister of Education the total number of Roman Catholic primary and secondary schools receiving building grants which have been erected since 1945, which are in the course of erection, and for which commencement of building has been approved, respectively.

The following Roman Catholic school building projects included in programmes approved by the Minister from 1945 to 1958–59 have qualified, or are likely to qualify for, grant under Sections 102–104 of the Education Act, 1944 (as amended), or under special agreements with local education authorities:

asked the Minister of Education the total number of Roman Catholic primary and secondary schools, not receiving any building grant, which have been erected since 1945, which are in the course of erection, and for which commencement of building has been approved, respectively.

Following is the number of Roman Catholic school building projects known to the Ministry which have not qualified, or are unlikely to qualify, for grant from the Minister or from local education authorities:

Facilities for school meals and medical inspection and playing fields are provided by the local education authority at some schools not qualifying for grant: the cost of others is met wholly or partly from war damage payments.

asked the Minister of Education (1) the average cost per place in the primary and secondary permanent schools erected wholly at public expense in 1955–56;

(2) the average cost per place in the primary and secondary permanent schools erected by Roman Catholic bodies with some public contribution to the cost in 1955–56.

Following are the average nett costs per place on tender of the Roman Catholic and county schools in the 1955–56 programme on which work has started.

National Finance

Stationery Office Publications (Glasgow And Edinburgh)

asked the Chancellor of the Exchequer if he will state, separately, the total sales, retail and wholesale, respectively, for Glasgow and Edinburgh, of Her Majesty's Stationery Office publications for each of the years ended 31st March 1953–54, 1954–55, 1955–56 and 1956–57.

Pensions And National Insurance

1914–18 War Pensioners

asked the Minister of Pensions and National Insurance the numbers of surviving 1914–18 war disabled pensioners who have not been medically examined by his Department during the past 30 years, and who have not had their pension assessments increased during the past 30 years, respectively.

My right hon. Friend regrets that the figures requested are not available.

Telephone Service

Edinburgh

asked the Postmaster-General the number of persons in the Edinburgh area who have cancelled their requests for telephones since the rise in charges in the summer; what percentage this was of total subscribers in the area; and how many have since withdrawn their cancellation.

In the area served by the Edinburgh automatic system, 132 applicants have cancelled their requests for telephones since the increased charges were announced. This represents less than 0·2 per cent. of the total subscribers in the area. We do not keep records of people who cancel their requests for telephone service and subsequently reapply, but we do know that during November there have been new applications for service from 195 people.

Scotland

Police Services, Kirkfieldbank

asked the Secretary of State for Scotland when a resident policeman is to be appointed for the village of Kirkfieldbank, Lanark.

The way in which the members of a police force are disposed within the police area is a matter for the chief constable to decide. I understand that the chief constable considers the present arrangement to be the best possible in the circumstances.

Agriculture, Fisheries And Food

Rabbits

asked the Minister of Agriculture, Fisheries and Food in order to prevent rabbits from once more spreading through the countryside, if he will authorise night shooting of these animals by occupiers of land or persons authorised by them.

The rights of persons to shoot rabbits at night depend on the general law and on Section 6 of the Ground Game Act, 1880. My right hon. Friend has no jurisdiction in the matter.

Insecticides (Labelling)

asked the Minister of Agriculture, Fisheries and Food if he will take powers to require manufacturers of insecticides to print specific antidotes, in cases of poisoning, on the labels of containers of poisonous substances.

No. My right hon. Friend the Secretary of State for the Home Department already has power to make rules about the labelling of poisons but, as he explained in reply to my hon. and gallant Friend the Member for Rochdale (Lieut.-Colonel Schofield) on 29th April, 1954, the Poisons Board has advised against legislation requiring labels to state antidotes.

Transport

Inland Waterways (Report)

asked the Minister of Transport and Civil Aviation when he expects to be able to publish the Report of the Bowes Committee on inland waterways.

We expect to be able to publish the Bowes Committee's Report early next year.

Roadworks, Hampstead

asked the Minister of Transport and Civil Aviation why roadworks in Finchley Road, Hampstead, which cause a diversion of north-bound traffic, have been started before others, which cause a very long diversion of north-bound traffic in West End Lane and one-way working in part of Abbey Road, have been completed; and if he will give the approximate dates by which each of these schemes will be completed.

I understand that the works in Finchley Road are to enable the London Transport Executive to rebuild, as a matter of urgency, the tunnel arch of the Metropolitan Line, which lies near the surface at this point. This work could not have been foreseen or delayed, and it will take about six months to complete.The works in West End Lane are expected to be completed within the next week or two, and those in Abbey Road before Christmas.

Ministry Of Health

Mental Hospitals (Voluntary Patients)

asked the Minister of Health if he will print in full in the OFFICIAL REPORT the form of consent which is to be signed by voluntary patients prior to entry into a designated mental hospital.

publish in the OFFICIAL REPORT a list of toll bridges and toll roads on main roads together with the owners and charges made, currently existing in England and Wales.

My Department's records show the following toll bridges and toll roads on trunk and classified roads in England and Wales. I am verifying the current charges and will write to the hon. Member.

I regret that I am unable to comply with my hon. Friend's request, since no form of application for reception into a designated mental hospital for treatment as a voluntary patient has been prescribed by Statute or Regulation.
