asked the Secretary of State for the Colonies what reply the Governor of Cyprus sent to the letter addressed to him on 27th November last by the Navy, Army and Air Force Institutes employees union and to other representations from the union regarding the employment of non-Cypriots in Navy, Army and Air Force Institutes establishments in Cyprus.

I have now recived the text of the reply sent to the N.A.A.F.I. Employees' Union. in Cyprus. As it is rather long. I am sending the hon. Member a copy.

asked the Minister of State for Commonwealth Relations whether he will make a statement about the contribution being made by Her Majesty's Government to the College of Engineering and Technology in the University of New Delhi.

In consultation with the Government of India, the United Kingdom Government is arranging to recruit and provide, under the Technical Co-operation Scheme of the Colombo Plan, ten members of the professorial staff of the College of Engineering and Technology in the University of New Delhi, and two Service Workshop supervisors. It is intended that the professorial appointments should be for average periods of five years.

asked the Secretary of State for Foreign Affairs when he proposes, as provided in Article 46 of the European Convention on Human Rights, to recognise the jurisdiction of the European Court of Human Rights as compulsory ipso jure, in accordance with Recommendation 233 (1960) of the Consultative Assembly of the Council of Europe.

Her Majesty's Government do not propose to accept the jurisdiction of the European Court of Human Rights for the reasons given by my right honourable and learned Friend in his reply to the hon. and learned Member for West Ham, South (Mr. Elwyn Jones) on 27th April, 1959, and by me on 25th June, 1959.

asked the Secretary of State for Foreign Affairs when he proposes to instruct his representative in the Committee of Ministers of the Council of Europe to accede to the request of the Consultative Assembly of the Council of Europe in Recommendation 211 and Recommendation 234 (1960) on the Second Protocol to the Convention on Human Rights.

I regret that I cannot reveal in advance what instructions will be given to our representative.

asked the hon. Member for Holland with Boston, as Chairman of the Kitchen Committee, whether he will take steps to increase the proportion of beef from Scotland supplied to the House of Commons Dining Rooms.

The hon. Member will be glad to know that by far the greater proportion of beef supplied in the House of Commons Dining Rooms during the last two years has come from Scotland. Indeed, the proportion is so great that I am unable to suggest steps to increase it; although if hon. Members eat more beef the total quantity will, of course, be increased.
