The following is the information requested:

asked the Minister of Agriculture, Fisheries and Food what representations he has received from the Northumberland Inshore Fishermen's Federation concerning drift-net fishing for salmon; what reply he has sent; and what steps his department are taking to deal with the problem.

The Federation wrote to the Ministry on 27th October last protesting against the statement made by the Secretary of State for Scotland in the House of Commons on 1st August, 1961, that a Bill was being prepared to restrict drift net fishing for salmon. The Federation said that they were prepared to discuss the situation with Ministry representatives and asked that, as a preliminary to such discussions, the Government would agree to defer the proposed new Bill. The Queen's Speech on 31st October announced that the Bill to deal with the sea fish industry would also cover drift netting for salmon, and the Bill was introduced on 2nd November. The reply to the Federation's letter set out fully the Government's reasons for its proposals on drift netting for salmon, and said that Ministry representatives would be ready at any stage to meet the Federation, should they wish.

asked the Postmaster-General if he is aware of the inadequate postal facilities in the thickly populated Heatheryfold district of Aberdeen, and that these conditions make business and social life for the residents there difficult, especially for the aged in winter; and if he will now have these defects remedied before winter.

Postal facilities in this district are up to the standard provided in other similar areas; but if the hon. and learned Member would like to let me know of any particular point of difficulty he has in mind, I shall be glad to look into it.

asked the President of the Board of Trade what arrangements he is making for industrial expansion in Fife to absorb men who lose their jobs in the coal industry.

The Board of Trade are in close touch with the National Coal Board about their proposals to close certain pits in Fife and will continue to make full use of the powers available under the Local Employment Act to steer new industry to the County and to assist industrial expansion in those parts which are Development Districts.

asked the Minister of Education to what extent the information his Department supplied to the United Nations Educational, Scientific and Cultural Organisation for the purposes of the International Year Book of Education, 1960, particularly the table which shows the amount of public expenditure per head of population devoted to education in Great Britain at a much lower figure than in the Union of Soviet Socialist Republics, the United States of America, Canada and many other countries, was on a comparable basis with information supplied by other countries; and if he will make a statement.

I am not able to say how far the figures are comparable. Such comparisons are very complex. From the experience of similar exercises of this type in the past, it is apparent that the returns from different countries may vary in respect of the inclusion or exclusion of such items as university education, cultural activities, educational welfare services and capital expenditure met by loan.For the countries mentioned in my hon. Friend's question the figures in the International Year Book of Education 1960, which relate to public expenditure on education per head of the population, are expressed in terms of U.S. Dollars, after conversion from the original currencies, as follows: —

The figure for the U.S.S.R. is based on the artificially high rate of exchange of four roubles to the dollar, which has now been adjusted by the Soviet Government to nine roubles to the dollar. If the new rate of exchange is applied, the U.S.S.R. figure, which it will be noted is for a period three years later than the rest, becomes 53 dollars per head.The money expenditures converted at official exchange rates do not provide a direct comparison of the volume of real resources devoted to education, since they do not reflect accurately the different internal purchasing powers of the various currencies.Moreover expenditure per head of the population may not be the most significant way of making these international comparisons. The proportion of the Gross National Product devoted to education may in many respects be a better one. A more comprehensive comparative study is I understand soon to be published by the Organisation for Economic Co-operation and Development following the recent Conference in Washington on Economic Growth and Investment in Education. This should carry the study of the subject a useful stage further.

asked the Secretary of State for the Home Department whether he is aware that toy sub-machine guns and similar dangerous toys are on sale; and what steps he proposes to take to prevent this from continuing.

If the hon. Member will let me have details of the toys he has in mind and the respects in which he considers them dangerous, I shall be glad to consider them.

asked the Secretary of State for the Home Department whether he will make a statement on the dangers arising from the use of fireworks; and what steps he proposes to take to deal with the position.
