Ministry Of Aviation
New International Airport
asked the Minister of Aviation what proposals he has for establishing another international airport in England; where this is to be situated; and when he expects it to be in operation.
The only new international airport that I am at present considering is for the London area where, on present traffic forecasts, a third airport will be required shortly after 1970. An inter-departmental committee with airline representation is now examining the problem of where this third London airport should be sited.
Local Government
Hexham Town Map
asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether, in view of the uncertainty caused by the delay in his approving Hexham Town Map and the effect this uncertainty is having on possible industrial developers, he will announce his approval of the map as soon as possible.
My right hon. Friend has already announced his intention to make certain modifications to the town map before adding it to the county development plan and notices to this effect were published in local newspapers on 29th June and 6th July. Anyone wishing to object to the proposed modifications may do so before 25th July. He must consider any objections before giving his final decision but he will do so as soon as possible.
Caravan Sites
asked the Minister of Housing and Local Government and Minister for Welsh Affairs what estimate he has made of the contribution of suitably sited, controlled and serviced caravan sites to local housing problems; and if he will give financial and other encouragement to the provision and occupation of such sites.
Many people have made their homes in caravans and much has been done in recent years to secure satisfactory living conditions on caravan sites. In addition to the model standards issued under the Caravan Sites and Control of Development Act, 1960, the Ministry has recently published a book giving fuller guidance on this subject.No financial assistance is contemplated for this purpose.
Wireless And Television
Cinema Television
asked the Postmaster-General what applications have been submitted to him to provide cinema television; and what has been his response.
Proposals for cinema—and theatre—television of one sort or another have been made in the past. But since the issue of the White Paper on Broadcasting (Cmnd. 1770) only one inquiry has been received. No reply has yet been sent.
Pay-Television
asked the Postmaster-General what companies have made application to him for permission to introduce pay-television; and by what method they propose to develop it.
Since 1958 there have been some 20 inquiries or references to the Post Office indicating interest in pay-television. Some bodies are interested in providing equipment, some in operating a service, and some in becoming programme suppliers for such a service. Some are interested in a broadcasting service as such and others in a service by wire.
Local Sound Broadcasting
asked the Postmaster. General what tests his Department has in mind to assess public reaction on the question of local sound broadcasting.
I have no particular tests in mind, but I will, of course, have regard to the reactions expressed in Parliament, in the Press, and elsewhere.
Telephone Service
Continental Exchange (Calls To Greece)
asked the Postmaster-General how many operators on the continental telephone exchange are familiar with the Greek script and able to look up numbers in Greek telephone directories; and what steps he is taking to increase the number, in view of the inconvenience caused to callers wishing to telephone to Greece.
Of 12 operators on the continental telephone exchange who speak Greek, four are familiar with the Greek script and can look up numbers in Greek telephone directories. I understand that these numbers are adequate. French is the official working language between Britain and Greece, and any of the 600 French-speaking operators at the Continental Exchange can make inquiries of the Athens Exchange, if need be. If the wanted telephone number is not known, a call may be booked to the name and address.If the hon. Gentleman has any particular difficulty in mind and will let me have details, I will gladly make inquiries.
Emergency Calls, Northumberland
asked the Postmaster-General when better arrangements will be made for dealing with 999 emergency calls made by subscribers in the north Tyne area of Northumberland so as to ensure that such calls can be differentiated from ordinary calls to the exchange and can be dealt with without delay.
I am sorry that for technical reasons it is not at present possible to provide the normal 999 service at a number of exchanges in this area. I am, however, looking into the possibility of improving the present arrangements for handling emergency calls, and I will write to my hon. Friend as soon as I can.
Post Office
Branch Office, Clapham High Street
asked the Postmaster-General what proposals he has for a new post office to replace the existing one at Clapham Common, South Side; when the new post office will be opened; and what proposals he has for the existing one.
I intend to open a new branch Post Office at 159–163 Clapham High Street. The new premises should be ready by May next when the existing office at South Side will be closed.
Roads
New Bridge, Downham Market
asked the Minister of Transport (1) when the money for the new Bridge at Downham Market, Norfolk, is to be made available;(2) if he will state the date on which work on the proposed new bridge at Downham Market, Norfolk, is to commence.
I am prepared to issue grant as soon as the scheme is ready and approved. I have not yet received the detailed proposals of the Norfolk County Council which is the highway authority and I cannot therefore forecast when it will be possible to start work.
Palace Of Westminster (Exhibition Of Models)
asked the Minister of Transport whether he will extend the exhibition of models of the Brent Cross fly-over and other new projects in the Upper Waiting Hall for a further week.
I am glad to say that the House authorities have agreed that the exhibition can be continued until 20th July.
