Royal Navy Hms
"Ark Royal" (Courts Martial)
asked the Civil Lord of the Admiralty whether the Board of Admiralty has reviewed the findings of the courts martial which convicted the captain and navigating officer of H.M.S. "Ark Royal" of negligence on the occasion of the grounding of their ship in Plymouth Sound on 16th January; and if he will make a statement.
On review of the proceedings of both courts martial it was found that the evidence did not support the findings against either Captain D. C. E. F. Gibson, D.S.C., Royal Navy, or his Navigating Officer, Lieutenant Commander E. M. C. Walker, Royal Navy, and the findings have accordingly been quashed.
Trade And Commerce
Consumer Protection (Molony Committee's Report)

Local Government
Greater London (Reorganisation)
asked the Minister of Housing and Local Government and Minister for Welsh Affairs what arrangements are being made by the county councils of London, Middlesex, Surrey, Kent and Essex, respectively, to assist him in the reorganisation of local government in Greater London.
All but the London County Council are giving me every assistance. The Leader of the London County Council assured my right hon. Friend the Prime Minister in May that the council was fully aware of its res- ponsibilities for co-operating with the Government in the preparation and implementation of legislation. I have today received from the council a copy of a recent resolution which indicates that it does not intend to fulfil these responsibilities. I deplore this decision, which falls below the standards which responsible local authorities observe in matters of this kind; but I hope that even at this late stage wiser thoughts will prevail.

I expect to announce my decision in this matter before the Summer Recess.
