Building and Civil Engineering (Working Party and Committee)
asked the Minister of Public Building and Works when he will he appointing a working party to inquire into the different systems and practices in the construction industries in Scotland.
In consultation with my right hon. Friend the Secretary of State for Scotland I have appointed a working party with the following terms of referenceTo examine the significant differences between the organisation and practices for building and civil engineering in Scotland and those in England and Wales, and to make recommendations with a view to promoting greater efficiency.

Mr. Stuart Clink wild also be a member of the Committee on Contracts—announced in my Answer to a Question by the hon. Member far Coventry, South (Mr. Hocking) today. This will enable the Committee to take the findings of the working party into its consideration.

Teaching English Overseas (Television Films)
asked the Secretary for Technical Co-operation what further progress there has been in producing television films for teaching English overseas.

I am glad to say that the B.B.C. has put in hand a series of thirty-nine such films, which will become available shortly, and the Corporation is approaching the many potential users overseas to secure the widest possible showing. The British Council, whose relevant experience has also been drawn in, proposes to acquire copies of the series for use in the course of its work overseas.
International Labour Organisation (Constitution)
asked the Minister of Labour whether Her Majesty's Government intend to ratify the Instrument for the Amendment of the Constitution of the International Labour Organisation adopted by the International Labour Conference last June.
The text of this Instrument was laid before the House in Cmnd. 1833. Its purpose is to increase the size of the Governing Body of the I.L.O. to take account of the Organisation's growth in membership. The Government welcome it and intend to ratify it as soon as possible.
