Admiralty couriers are normally recruited from among ex-Regular officers with good records. No other special qualifications are required.

asked the Civil Lord of the Admiralty what is meant by the initials RANP in Letter No. 20, published in the White Paper, Command No. 1871.

The initials stand for Rear Admiral Nuclear Propulsion who was a member of the Galbraith Committee. The terms of reference of the Committee are given in reply to my hon. and gallant Friend's Question about Letter No. 3. The post was abolished in January, 1961.

asked the Civil Lord of the Admiralty what was the meeting referred to as the Nuclear Meeting, in Letter No. 3, published in the White Paper, Command No. 1871.

This meeting was one of a series held by a Committee whose terms of reference were,

"To study from the angle of the shipbuilder and shipowner, developments, in and applicable to, marine nuclear propulsion".

The Civil Lord was Chairman; it only dealt with nuclear propulsion outside the submarine and warship field and its members included representatives of outside bodies concerned with shipping and shipbuilding.

asked the Civil Lord of the Admiralty arising from a statement in Letter No. 4, published in the White Paper, Command No. 1871, which members of the Board of Admiralty have been issued with Admiralty china; and whether this is for use in their offices at the Admiralty or elsewhere.

The First Lord and the First Sea Lord are issued with china as part of their entitlement to official residences within the Admiralty. In addition the Fourth Sea Lord, who is responsible for its supply, has a very small quantity for display in his office.

asked the Civil Lord of the Admiralty what was the position and salary of Mr. W. Lowe when he wrote Letter No. 25, published in the White Paper, Command No. 1871; and what was the position and salary of John Vassall at that time.

Higher Clerical Officer in Air Equipment Department, salary £650 per annum; and Clerical Officer in Naval Law Branch, salary £300 per annum in 1949.

asked the Secretary of State for the Colonies what steps he has taken to appoint the Civil Service Commission referred to in Paragraph 53 of the Report of the East Caribbean Federation Conference.

Sir Richard Manktedow, K.B.E., C.B., and Mr. T. M. Skinner, C.M.G., M.B.E., have now been appointed as Commissioners. They expect to leave for Barbados on 18th November. Her Majesty's Government have agreed to make a grant of £3,500 to the Government of Barbados as a contribution towards the cost. This sum will be advanced from the Civil Contingencies Fund. Provision will be made in the Spring Supplementary Estimates to repay the Fund.

asked the Chancellor of the Exchequer when the forms for the return of post-war credits will be available at post offices throughout the country, in view of his promise that they would be repaid to all qualifying applicants by Christmas.

Forms for claiming payment of post-war credits have already been made available at all post offices. Some offices, mainly in the London area, temporarily ran out of supplies, but I understand that this situation has now been rectified.

asked the Minister of Health if the review body for doctors' and dentists' remuneration will report at regular intervals: if its decisions will be made only in response to claims: and which professional organisations are recognised for the submission of evidence in support of claims.

Advice may be tendered by the review body at any time. It is for the body itself to decide what evidence it will invite or receive.

asked the Secretary of State for the Home Department how many boys have entered Stamford House Remand Home on an approved school order since 1st October, 1961; and, of these, how many were kept in the remand home for more than 12 weeks, and between 8 and 12 weeks, respectively; and if he will consider making the time spent in remand homes part of the qualifying period for home leave from approved schools.

I regret that I cannot give the precise information asked for. Two hundred and forty-one boys were detained in Stamford House Remand Home under an approved school order at some time during the six months from 1st January to 30th June, 1962, the latest period for which returns have been furnished. Twenty boys were detained for over eleven weeks, and thirty-nine between seven and eleven weeks. Eight of the first group and six of the second were still detained at the end of the period. Managers of approved schools have been advised to take into account, in deciding when to give a boy his first period of leave, any period spent in a remand home and in a classifying school.

asked the President of the Board of Trade which industrial site he will enter into negotiations for in order to build an advance factory in the Blaydon area; and when he expects work to commence on building following the completion of such negotiations.

Inquiries for a site are already in hand, but I cannot give details until we have reached preliminary agreement. It is too early to forecast when building can be started.

asked the Secretary of State for Air why he is evicting about fifty families from Royal Air Force, Cosford, married quarters near Albnighton, Wolverhampton; and what arrangements he has made with any other authority for their rehousing.

This estate of 200 houses at Albrighton is used for civilian employees of Royal Air Force, Cosford. There is a waiting list of employees anxious to obtain accommodation. Notices to quit have therefore been issued or re-issued to 29 tenants all of whom left our employment several years ago. We shall not, however, take action to obtain possession until the full circumstances of each case have been considered. I shall be writing to my hon. Friend shortly giving fuller details.
