India And Pakistan

India Office Library

1.

asked the Secretary of State for Commonwealth Relations what further progress has been made in discussions with the Governments of India and Pakistan in respect of the former India Office Library; to what extent that Library is now being used: and what was the approximate proportion of books in the Library of which there are no copies in other Libraries in this country.

The discussions between the three Governments are continuing.On an average during the past year, 40 persons have used the Reading Room each day. I regret that the information asked for in the last part of the Question is not available.

Commonwealth Relations

Commonwealth Scholarship Plan

asked the Secretary of State for Commonwealth Relations how many students from the United Kingdom are now studying at overseas Commonwealth universities under the Commonwealth Scholarship Plan.

The number at present is 54 (including four women) spread over ten countries.

National Finance

Above-The-Line Expenditure

asked the Chancellor of the Exchequer what proportion the total of Government expenditure above the line represented of the gross national production in 1962–63.

North-East (Government Contracts)

asked the Chancellor of the Exchequer the value of all Government contracts placed in development districts in the North-East in 1960. 1961 and 1962, respectively.

Home Department

Campaign For Nuclear Disarmament (Cost)

asked the Secretary of State for the Home Department if he will give an estimate of the total cost to public funds of the recent Aldermaston march.

Additional expenditure was incurred by the police as a result of this march, but I regret that it would be difficult to estimate its amount.

31.

asked the Secretary of State for the Home Department if he will state the total cost to public funds incurred by the activities of the Campaign for Nuclear Disarmament organisation to date, including the recent Aldermaston march.

Members' Salaries

asked the Prime Minister (1) what proposals he considered for a substantial increase in Members' and Ministers' salaries;(2) for what reasons he decided not to refer the matter of parliamentary salaries to the National Incomes Commission for an advisory opinion;(3) if he will now move for the appointment of a Select Committee to make a full appraisal of a Member of Parliament's work and responsibilities with a view to making recommendations on a suitable salary scale and on a method whereby parliamentary salaries can be automatically adjusted in the future.

I would refer the hon. Member to the statement I made on 9th April to which I have nothing to add.

Southern Rhodesia

Letter (Prime Minister's Reply)

asked the First Secretary of State what reply he has received from the Prime Minister of Southern Rhodesia to his letter of 9th April, published in Command Paper 2000.

I am not in a position to reveal the contents of the Southern Rhodesia Prime Minister's reply which is under consideration.

Rhodesia And Nyasaland

Federal Debt

asked the First Secretary of State how much of the Federal Debt of Rhodesia and Nyasaland is guaranteed by Great Britain.

I would refer my hon. Friend to my right hon. Friend the Home Secretary's reply to the hon. and gallant Member for Arundel and Shoreham (Captain Kerby) on 1st February, 1963.

Local Government

Rating Inquiry

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what are the terms of reference of the committee inquiring into the incidence of revaluation in those areas where this has caused widespread distress.

The terms of reference will not be finally settled until the chairman of the proposed committee has been chosen; but I would expect them to follow closely on the terms of the reply which I gave my hon. Friend on 28th March. I will make an announcement as soon as possible.

Civil Defence

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what account is being taken in present Civil Defence planning of the effect of the latest proposals for railway closures in the West and South-East England and Wales on the movement in an emergency of nine and a half million people from 19 densely populated areas to those areas for reception.

This is one of the matters which the Government are considering in connection with the proposals for the reorganisation of the railways.

Scotland

Western Isles

asked the Secretary of State for Scotland what progress has been made towards construction of the proposed circular road in Grimsay, Isle of North Uist.

The Grimsay road heads Inverness County Council's list of township road schemes. The council's detailed proposals for the scheme have not yet been submitted to me, but I understand that it is likely to cost over £200,000. In view of the demands this would make on the council's annual allocation of grant for township roads, I have asked them to consider whether it would be practicable to carry out this scheme in two or three sections over a period.

asked the Secretary of State for Scotland what reply he has sent to the letter from Ross and Cromarty County Council urging that the constructing of the Ness-Tolsta road, the major reconstruction of the Pentland road and the bringing up to trunk road standard and reclassification as a trunk road of the Butt of Lewis-to-Rodel road in the Isle of Lewis be approved and proceeded with urgently, in view of the need for improved communications for tourist and general development and of the high level of local unemployment.

I have sent the hon. Member a copy of the official reply which was sent to the county council today.

asked the Secretary of State for Scotland what decisions have been taken in consultation with Inverness County Council about the proposed ferry service for Scalpay, Isle of Harris; and if he will make a statement on the vessels intended to be used, their capacity and the proposed frequency of the service.

I cannot add to the detailed letter which has already been sent to the hon. Member about the proposed vehicle ferry service to Scalpay, concluding that it should preferably run across the narrows between Kyles, Scalpay and Port-na-Geiltean on the north side of the island. The County Council is now investigating the area of rock at Port-na-Geiltean and I am awaiting its report. No final decision has been taken about the size and capacity of the vessel nor on the frequency of the service.

School Building

asked the Secretary of State for Scotland what was the total value of school building which local authorities proposed to start in each of the years 1960–61, 1961–62 and 1962–63; what was the total value of schools which they actually started in those years; and what was the total value of schools which they were prevented from starting because of the restrictions on capital investment.

Trade And Commerce

Films Levy

asked the President of the Board of Trade what changes he proposes in the arrangements for the collection and distribution of the films levy.

In accordance with recommendations of the Cinematograph Films Council, I shall be laying Regulations before the House doubling the rate of payments on newsreels, making the collection of levy from exhibitors four-weekly and improving the British Film Fund Agency's distribution arrangements in a number of minor ways.

Ministry Of Power

Central Electricity Generating Board (Advertisements)

asked the Minister of Power if he will give a general direction, in the public interest, to the Central Electricity Generating Board to publish in their annual report the newspapers and periodicals in which advertisements were published, the number of insertions in each newspaper and periodical, and the purpose and total cost of this advertising campaign during the year ended 31st March, 1963.

No. The purpose of the advertisements was explained in paragraph 262 of the Annual Report of the Central Electricity Generating Board for 1961–62. The Board's total expenditure on publicity in the year ended 31st March, 1963, will be given in the Board's accounts for 1962–63 to be published later this year.
