National Finance

Regional Planning And Development Work (University Graduates)

asked the Chancellor of the Exchequer how many university graduates are employed full-time by the Treasury on regional planning and development.

Of those officials most directly concerned—none of them exclusively—with the various Treasury aspects of regional planning and development, ten are graduates.

Education

School Buildings, Blyth

asked the Minister of Education whether he is aware of the age of school buildings in the Blyth constituency; and what steps he is taking to assist the speeding-up of school buildings in the area.

With regard to the first part of the Question, I would refer the hon. Member to the Answer I gave him on 5th April. I am sure the local education authority will take the age of existing school buildings into account amongst other things in making proposals for future building programmes and in allocating the resources available for minor works.

Ministry Of Health

Plasma And Blood Stocks (Nuclear Attack)

asked the Minister of Health (1) what estimate he has made of the percentage survival of qualified medical personnel to administer plasma and blood in each catchment area of each Regional Seat of Government in the event of major nuclear attack;(2) what total stocks of plasma and blood are available for resuscitation purposes in the county of West Sussex against a major disaster such as a sudden nuclear attack;(3) how many pints of plasma and blood are available for the treatment of casualties of nuclear attack within the area of each Regional Seat of Government.

Hospitals

Building

asked the Minister of Health if he will give an assurance that in respect of hospital building he will co-operate where practical by giving orders for building components produced in shipyards.

I do not place orders for building components. The inquiry centres will provide points of contact between the shipbuilders and the contractors to hospital boards.

Local Government

Hull And East Yorkshire River Board

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what large-scale developments with reservoirs, aqueducts and other major works are planned in the present Hull and East Yorkshire River Board area; and to what other areas it is expected that water will be exported from this area.

I know of no such developments being planned at present by the statutory water undertakers of the area. If the Water Resources Bill is passed, it will be for the river authority concerned, and for the Water Resources Board, to consider what action should be taken for the purpose of conserving re-distributing or otherwise augmenting the water resources of the area or of transferring water to other areas.

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will state the number of local authority members on the present Hull and East Yorkshire River Board and the approximate amount of rateable value represented by each of these members, the number of local authority members, from Hull and East Yorkshire, respectively, expected to be appointed to the new Yorkshire Ouse and Hull River Authority, and the approximate amount of rateable value expected to be represented by each of these members.

Twelve members of the Hull and East Yorkshire River Board are appointed by local authorities. The rateable value of the board's area before revaluation was £5,621,400, or £468,450 for each such member. As regards the proposed Yorkshire Ouse and Hull River Authority, the number of members to be appointed by local authorities will, if the Water Resources Bill becomes law in its present form, be specified in an order to be made, after appropriate consultations, under Clause 3 of the Bill.

Scotland

Derelict Land

asked the Secretary of State for Scotland whether he will introduce legislation to give local authorities in Scotland powers in the treatment of derelict land similar to those provided for English and Welsh local authorities by Section 89 of the National Parks and Access to the Countryside Act 1949.

I now have under review the possibility of extending the powers of Scottish local authorities in relation to this matter.

Trade And Commerce

Regional Planning And Development Work (University Graduates)

asked the President of the Board of Trade how many university graduates are employed full-time by his Department on regional planning and development.

A staff of 24 graduates is employed full time in research sections in the Board of Trade Offices for Scotland and for Wales, the regional offices in England and at headquarters on work concerned with regional planning and development. A number of other graduates on the staff are concerned with regional planning and development in the course of their work on the distribution of industry.
