Ministry Of Aviation

Concord Airliners

asked the Minister of Aviation what proposals he has now made to the companies responsible for the Concord airliner concerning the recovery of development expenditure in the price paid for the aircraft by the airlines.

The Companies have been notified that the United Kingdom and French Governments will expect to participate in the proceeds of sales but it is too early to make precise proposals.

asked the Minister of Aviation what amount will be included in the contract prices of Concord airliners for Panair do Brasil and Pan American in respect of development costs.

Ministry Of Defence

Combined Cadet Force

asked the Minister of Defence whether he will make a statement on the future of the Combined Cadet Force.

Under long-standing arrangements the Combined Cadet Force contingents are run by the schools themselves but they receive financial and administrative support from the Service Departments. I have reviewed these arrangements in consultation with the Service Ministers and representative headmasters, to ensure that the aims and organisation of the Combined Cadet Force are brought into line with present-day conditions and make an effective contribution to youth training.The Charter of the Combined Cadet Force will be amended so as to make it clear that the function of the C.C.F. will be to provide the framework of a disciplined organisation within which qualities of leadership and a sense of public service can be developed and that the specific function of the Service training in the programme of the C.C.F. is to contribute to this aim and at the same time to provide a background knowledge of Service methods with the intention of encouraging those boys who have a special interest in a Service career to become officers in the Regular, Territorial, and Reserve Forces; or to serve in civil organisations of national importance.It is intended that for the future the minimum age of volunteers for the C.C.F. should be 14 and that the normal period of training should be three years. The effect of this will be to concentrate available resources or what are expected to be more efficient and, in the case of the Army, smaller contingents.The success of these arrangements depends to a very great extent on the co-operation of headmasters and they will shortly be receiving a memorandum setting out the details of what is proposed.

National Finance

Valuation Officers

asked the Chancellor of the Exchequer how many valuation officers are members of the Royal Institution of Chartered Surveyors, the Chartered Auctioneers and Estate Agents' Institute and the Chartered Land Agents' Society, respectively; how many valuation officers hold no chartered or other qualifications; and how many of these are at present valuing property for rating purposes in the county of West Sussex, with especial reference to property in the Borough of Arundel, the urban district of Littlehampton and the rural district of Worthing.

There are 228 valuation officers, of whom 174 are members of the chartered professional bodies mentioned in the Question, 51 have other professional qualifications, and 3 have no chartered or other qualifications. There are no valuation officers at present valuing property for rating purposes in the county of West Sussex with no chartered or other qualifications.

Ministry Of Health

Standing Medical Advisory Committee

asked the Minister of Health how many times the Sub-Committee of the Standing Medical Advisory Committee of the Central Health Services Council, which is to advise on the family doctor service, has met; when it may be expected to report; and if he will make a statement.

I understand the Sub-Committee has had 21 meetings and expects to report shortly to the Standing Medical Advisory Committee.

Consultants

asked the Minister of Health if he will state the number of whole time consultants employed in the National Health Service for the years 1959 and 1961, and the number of part-time consultants employed for the same years.

Doctors (Lists)

asked the Minister of Health what is the number of patients on the lists of general practitioners in excess of the total population; what is the amount of capitation payment this represents; and what steps are being taken to reduce the inflation of lists.

About 450,000 in England and Wales; if these were eliminated, the capitation payment could be about 2½d. higher; a central register is maintained to which are notified deaths, enlistments and known emigration.

asked the Minister of Health if he will give the percentage of the population recorded on the lists of general practitioners for each of the past five years.

Hospitals

Dame Gertrude Young Convalescent Home, Ealing

asked the Minister of Health if the Dame Gertrude Young Convalescent Home at Ealing can be used to diminish the waiting lists for admission to hospitals in its vicinity; and how soon a decision on the future use of these premises may be expected.

The hospital authorities concerned are considering this proposal; before the present use ceases on 30th September.

Local Government

Metropolitan Green Belt

asked the Minister of Housing and Local Government and Minister for Welsh Affairs how many acres of land shown by planning authorities as being part of the Metropolitan Green Belt when development plans were submitted to him in 1958 have since that date been released for other purposes.

Rights Of Way And Planning Permission

asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he has now issued the promised circular to local authorities about rights of way and planning permission; and if he will publish it in the OFFICIAL REPORT.

This Circular is about to go for printing. I will send a copy to the hon. Member when it appears. As it will be readily available to Members my right hon. Friend does not think it necessary to circulate it in the Official Report.

Air Pollution, Stockton-On-Tees

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will undertake an investigation of the consequences to public health of the persistent and distinctive air pollution in Stockton-on-Tees attributed to the operations of the chemical industry locally.

It seems to me more rewarding to concentrate on getting rid of, or at least minimising, the air pollution, and this is what we are trying to do.

Council Of Europe (Recommendation)

asked the Lord Privy Seal what action Her Majesty's Government have taken, or proposes to take, on Recommendation 336, adopted by the Consultative Assembly of the Council of Europe on 25th September, 1962, with regard to relations between the Assembly of the Council of Europe and the Organisation for Economic Co-operation and Development.

Her Majesty's Government welcome Recommendation 336 by the Consultative Assembly of the Council of Europe as a valuable contribution to the question of organising parliamentary discussion of the affairs of the Organisation for Economic Co-operation and Development. Further action is now under consideration in the Council of Europe.
