Agriculture, Fisheries And Food
Horticulture Improvement Scheme
asked the Minister of Agriculture, Fisheries and Food if he will now consider widening the scope of the Horticulture Improvement Scheme.
My right hon. Friend will be making an announcement shortly.
Kenya
Elderly And Infirm People (Assistance)
asked the Secretary of State for the Colonies what steps he is taking to assist elderly or infirm British people in Kenya without means, who wish to go to other Commonwealth countries rather than be repatriated to the United Kingdom.
:The provisions of the scheme which I announced on 28th May are being extended to enable the equivalent of the cost of passages to the United Kingdom to be applied to the extent necessary towards the fare to any Commonwealth country.
Jamaica, Trinidad And Tobago
Independence Gifts
asked the Secretary of State for Commonwealth Relations whether he will arrange for the independence gifts from this House to the legislatures of Jamaica and of Trinidad and Tobago to be displayed.
:Arrangements have been made for the gifts to be displayed in the Upper Waiting Hall from Monday, 18th November to Wednesday, 20th November. I will arrange for photographs of the gifts to be placed in the Library in due course.
Dr Seth Makotoko
asked the Secretary of State for Foreign Affairs what representations he has made to the Government of the Republic of South Africa regarding the incident involving Dr. Seth Makotoko, a British protected person, Secretary-General of the Marema Tlou Freedom Party, at Flouriesburg on 8th August.
On receipt of a statement by Dr. Makotoko about the incident Her Majesty's Embassy took up his complaint with the South African Ministry of Foreign Affairs and asked for an urgent investigation. In their reply the Ministry said that force was used only to restrain Dr. Makotoko from destroying a document considered to be of security value.
Local Government
Rics Headquarters, Parliament Square
asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he is aware of the proposal of the Royal Institution of Chartered Surveyors to rebuild their headquarters in Parliament Square; and whether hon. Members will have an opportunity of studying this proposal in view of its relation to the Palace of Westminster.
:The Royal Institution of Chartered Surveyors has applied to the London County Council, as local planning authority, for planning permission to rebuild its headquarters. The council has informed my right hon. Friend that, in view of the position of this building, it feels that it should not decide the application until Members of both Houses have had an opportunity of judging what is proposed. Arrangements have therefore been made for a model of the Parliament Square area, incorporating the proposed new building, to be on view in the Upper Waiting Hall from 15th to 22nd November.
