Agriculture, Fisheries And Food
Cucumbers
asked the Minister of Agriculture, Fisheries and Food if he will give details of the National Agricultural Advisory Service estimates of the receipts per acre from cucumber growing in 1964 against 1963; and whether he will make a statement.
The National Agricultural Advisory Service does not make any official estimates of growers' receipts. I understand, however, that the Economists' estimates, when available, are likely to show some decline in 1964 compared with 1963. It is normal for receipts to fluctuate from year to year; thus the average receipts from cucumbers grown on horticultural holdings in England and Wales were greater in 1963 by about £1,350 per acre than they were in 1962.
asked the Minister of Agriculture, Fisheries and Food what proportions

Ministry Of Health
Motor Tricycles (Married Couples)
asked the Minister of Health how many married couples are both dependent on separate motor
portions of cucumbers consumed in England were imported in 1964 and 1963, respectively.
I am afraid that information is not available in the form requested. It is estimated that for the 12 months ended 30th November, 1964, and 30th November, 1963, imports represented approximately 38½ per cent. and 31 per cent. respectively of total marketings of cucumbers in the United Kingdom.
Education And Science
Wandsworth Comprehensive School
asked the Secretary of State for Education and Science if he will make a statement of comparison between Wandsworth Grammar School and Wandsworth Comprehensive School, and the results achieved by each.
The following is the comparison of G.C.E. results:tricycles supplied under the National Health Service.
About 150.
asked the Minister of Health how many married couples, both dependent on separate tricycles supplied under the National Health Service, have surrendered their two tricycles in return for one motor car under arrangements announced by his predecessor in the OFFICIAL REPORT on 14th July, 1964.
None as yet; one car has been delivered, eight are on order, and over seventy other cases are at various stages of consideration. Tricycles will not be withdrawn until one or other partner has passed the car driving test.
Local Government
Gypsies
asked the Minister of Housing and Local Government how many sites for gypsies and other travellers have been set up and are operating in England and Wales by local authorities since the issue of the circular by his department in February, 1962; where is each site situated; and what is the maximum number of caravans allowed on each site.
Since February, 1962, five sites have been established by local authorities in England with the following permitted numbers of caravans—
| Eton Rural District (Buckinghamshire) | … | 32 |
| Whitehaven Borough (Cumberland) | … | 12 |
| Hatfield Rural District (Hertfordshire) | … | 30 |
| Strood Rural District (Kent) | … | 12 |
| Bridgwater Rural District (Somerset) | … | 30 |
asked the Minister of Housing and Local Government what is the number of sites operated by local authorities in Kent for gypsies and other travellers; where each site is situated; and how many caravans are permitted.
The following sites are now operated by local authorities in Kent:
- Great Chart (West Ashford Rural District);
- Cuxton Brickfields (Strood Rural District);
asked the Minister of Housing and Local Govrenment how many additional sites in Kent operated by local authorities for gypsies and other travellers are likely to be available by 1st January, 1966; and in which areas.
The following three additional sites are likely to be available in Kent by the beginning of next year:
- Water Lane, Kingwood, Ulcombe (Holing-bourne Rural District);
- Stile Bridge Lane, Maiden (Maidstone Rural District);
- Hever Road, Edenbridge (Sevenoaks Rural District).
Ministry Of Power
Energy Advisory Council
asked the Minister of Power what arrangements for consultation he proposes in his consideration of a coordinated fuel policy.
As I informed the House on 1st December, 1964, I am undertaking a general review of fuel policy and have already initiated discussions with the chairmen of the nationalised fuel industries. It is my intention also to undertake consultation on a wider basis. To assist in this, I am setting up an Energy Advisory Council with terms of reference:
The members of the Council, which will meet under my chairmanship, are:"To consider and advise the Minister of Power about the energy situation and outlook and the plans and policies of the fuel and power industries in relation to national objectives for economic growth".
- The Chairman of the National Coal Board (Lord Robens).
- The Chairman of the Electricity Council (Sir Ronald Edwards, K.B.E.).
- The Chairman of the Gas Council (Sir Henry Jones, K.B.E.).
- Mr. J. E. H. Davies, M.B.E. (Vice-Chairman and Managing Director, Shell-Mex and B.P.).
- Mr. S. Ford, M.B.E. (President, National Union of Mineworkers).
- Mr. F. Hayday, O.B.E. (National Industrial Officer, National Union of General and Muncipal Workers).
- Mr. H. R. Nicholas, O.B.E. (General Secreary, Transport and General Workers Union).
- Sir Julian Pode, J.P. (Chairman, Steel Company of Wales).
- Mr. W. M. Tallon (National Executive Officer, Amalgamated Engineering Union).
- Mr. R. Thomas (Managing Director, Wm. Beardmore and Co. Ltd.).
- Sir Owen Wansborough-Jones, K.B.E., C.B. (Technical Director, Allbright and Wilson. Ltd.).
In addition there will be official representatives from the Department of Economic Affairs, the Ministry of Technology and my Department.
I intend to convene a first meeting of the Council soon.
Board Of Trade
Advertising Practice
asked the President of the Board of Trade whether he has yet considered the recent statement of the Consumer Council on infringements of the voluntary Code of Advertising Practice; and whether he will make a statement.
My right hon. Friend is still considering the statement issued by the Consumer Council and certain supplementary information which the Council has provided.
Imported Cucumbers
asked the President of the Board of Trade what was the cost to the country's balance of payments of imported cucumbers in 1954 and 1964, respectively.
The value of imports of cucumbers in the year 1964 is not yet available. The value in the first 11 months of the years in question is given on page 30 of the Trade and Navigation Accounts for November, 1954, and page 29 of the Accounts for November, 1964.
National Finance
Corporation Tax
asked the Chancellor of the Exchequer whether past Income Tax and Profits Tax losses will be available against the proposed corporation tax.
I must ask the hon. Gentleman to await my right hon. Friend's legislative proposals which will be introduced in due course.
£ Sterling (Purchasing Power)
asked the Chancellor of the Exchequer if he will publish in the Official Report a table showing the internal purchasing power of the pound sterling as twenty shillings in 1914, and then the value in each year since in shillings and pence.
The figures are given in the table below. They are based on movements in the cost of living index up to 1938 and on the consumer price index from 1938 to 1963, with a provisional figure for 1964 based on the index of retail prices. In view of the need to link different price series and of the considerable changes in the pattern of consumers' expenditure over this long period, the figures given should be regarded as giving only an approximate indication of the movements.

Empty Containers (Import Duty)
asked the Chancellor of the Exchequer why trays full of imported tomatoes are free from duty whereas empty wooden trays to be used by United Kingdom growers are subject to duty and surcharge of up to 25 per cent.
Filled containers of negligible separate value are not classified and charged separately from the contained goods for Customs Duty purposes, containers and contents being treated as single articles of commerce. If, however, empty containers are separately imported, they fall to be treated as separate articles of commerce, and any duty or surcharge applicable would have to be paid.
