Ministry Of Aviation
London (Gatwick) Airport (Stage 2 Development)
asked the Minister of Aviation by what date he proposes to commence the Stage 2 development of Gatwick Airport.
The Stage 2 development of London (Gatwick) Airport falls into two phases. The first phase, expanding the terminal facilities to meet the traffic generated by the single runway, was completed in 1965. No decision has yet been taken to proceed with the second phase, which will include the construction of a second runway and passenger and aircraft facilities to match, but current forecasts suggest that the expansion will be required in the early 1970's.
Ministry Of Defence
Dog-Handling Establishments
asked the Secretary of State for Defence how many dog-handling establishments are run by his Department; where they are situated; what is the total number of dogs in each; and what is the annual cost of maintenance of each dog-handling establishment.

Education And Science
Teacher Training Building Programme
asked the Secretary of State for Education and Science what is the position on teacher training building projects which were deferred under the restrictions introduced last July.
The outstanding projects will form part of the teacher training building programme for 1966–67 whose value has now been settled at £8 million.
National Finance
Banks (Saturday Closing)
asked the Chancellor of the Exchequer when he expects a decision to be made on Saturday closing for banking establishments.
There are many relevant factors to be considered and I cannot say when a decision can be taken.
Investment Currency
asked the Chancellor of the Exchequer, in view of the operation of exchange control, whether the investment dollar rate is official; what is the amount, to the nearest £10 million, that has accrued to the official reserves under the 25 per cent. rule; and what percentage he estimates will thus be withdrawn on a full year's basis from the £4,000 million which was stated last April to be the value of Great Britain's portfolio of overseas securities.
The investment currency market operates under permissions granted under the Exchange Control Act, 1947. The premium payable for investment currency depends on the interplay of supply and demand in the market; the resulting rate is unofficial.As regards the last part of the Question, I would refer to the reply which I gave to the hon. Member on 8th February, 1966.
Savings
asked the Chancellor of the Exchequer if he will give a comparison of total net national savings each month over the last 10 years with net deposits with building societies and local authorities.
Figures of net savings each month over the last 10 years are not available for all three savings media. Quarterly figures are as follows:

Overseas Expenditure
asked the Chancellor of the Exchequer what was the Government expenditure overseas on military services, economic grants, and subscriptions and contributions to international organisations, respectively, between 1st January and 30th September 1964, and 1st January and 30th September 1965.
The figures are given in Table 4 of the appendix to the quarterly article on the U.K. balance of payments published in Economic Trends in December, 1965. A copy is in the Library.
Ministry Of Health
University Health Clinics
asked the Minister of Health how much money has been made available to university health clinics by his Department for general health advice and for contraceptive advice and devices, respectively; and from which Estimates it has come.

Local Government
Local Government Commission
asked the Minister of Housing and Local Government whether he will allow minor changes proposed by the Local Government Commissioner which are in draft to continue through to public inquiry and final decision by the Minister.
asked the Minister of Housing and Local Government whether he will keep the Local Government Commission in being so far as it is necessary to allow it, in appropriate cases, to make recommendations for minor boundary changes which are urgently necessary.
It would not be practicable to keep the Local Government Commission in existence for so limited a purpose. Nor would it be appropriate to institute some special procedure for dealing with a particular category of the Commission's draft proposals. Powers for making boundary alterations are available under the Local Government Act 1933, however, and I can see no reason why these should not be used where a change is agreed between a county and a county borough.

Betting (Employees)
asked the Minister of Labour if he will estimate the number of people employed in the administration of betting.
It is provisionally estimated that there were 59,000 employees in employment in betting in November, 1965. A revised estimate will be available in the near future and I will write
whom such licensing, registration or inspection is to be effected, and stating in each case the extent to which he is satisfied that the processes of licensing, registration and inspection are being completely and effectively carried out.

Youths (Detention Centres)
asked the Secretary of State for Scotland how many youths had been detained in detention centres in Scotland up to the end of 1964.
1,883 (of whom 138 were in detention centres at the end of 1964).
asked the Secretary of State for Scotland how many youths were sentenced to be detained in detention centres in Scotland in 1962, 1963, 1964, and 1965.

Board Of Trade
Swedish Liner "Kungsholm" (Delivery Delay)
asked the President of the Board of Trade whether he will draw the attention of the Geddes Committee to the case of the Swedish cruising liner "Kungsholm" whose delivery by a shipbuilding firm has been delayed, owing to absenteeism, in view of the extent to which such cases prejudice future orders from British yards.
I am sure that the Geddes Committee, whose report is expected before the end of this month, will have had all relevant information in mind when considering the problem of delivery delays.
United Nations Status Of Women Commission
asked the Secretary of State for Foreign Affairs, whether Her Majesty's Government will take steps to invite an international seminar of the United Nations Status of Women Commission to be held in the United Kingdom.
I will bear in mind the hon. Member's helpful suggestion, which I assume refers to the seminars held under the United Nations Advisory Services Programme. But we are providing host facilities for an international seminar under this programme on another subject in 1968. I do not think we can now invite one on the status of women as well. It may be difficult, in any case, to fit an international seminar on the status of women into the United Nations programme for some years hence but we shall watch the position carefully.
Roads
Motorways (Tolls)
asked the Minister of Transport what is the policy of Her Majesty's Government towards the construction of motorways to be financed by tolls.
The Government's present policy is that tolls should be charged on expensive new river crossings and the Severn Bridge Tolls Act 1965 is an example of this.
Road Programme (Nottingham)
asked the Minister of Transport what are her road proposals for the County of Nottingham, including the A46; and whether any variation is proposed for economic reasons.
The following schemes costing over£100,000are programmed:
A.1 provision of dual carriageways between Newark by-pass and Nottinghamshire/Kesteven boundary.
A.614 dualling from Nottingham CBC boundary to roundabout junction with A.60, Loughborough Road.
A.610 Nottingham CBC boundary to M.1 motorway link at Nuthall.
A.60 Mansfield Inner Ring Road, Nottingham Road to Leeming Street.
A.614 dualling including Clifton Bridge over River Trent.
A.6008 Theatre Square improvement.
A.612 London Road: widening from Station Street to Canal Street.
A.610 Cinderhill roundabout to City boundary (continuation to M.1 motorway link at Nuthall in County Council area).
The starting dates will be subject to the arrangements announced on 9th February in answer to my hon. Friend the Member for Ealing, North, the right hon. Member for Rushcliffe and the hon. Member for Surbiton.Nottingham Inner Ring Road, eastern sector phases 1 and 2.
Road Programme (Suffolk, Norfolk And Cambridgeshire)
asked the Minister of Transport if she will list the sums she plans to spend on new road construction and improvements in the administrative counties of East Suffolk, West Suffolk, Norfolk and Cambridgeshire, respectively, over each of the next four years.

Transport
Motor Cars (Number)
asked the Minister of Transport what is the latest number of motor cars on the roads.
8,917,000 were in use during the quarter ended 30th September, 1965.
Vehicle Licences (Wimbledon Taxation Office)
asked the Minister of Transport what is the average delay in the dispatch of postal applications from the Wimbledon Motor Taxation Office of applications for vehicle licences.
I am told that the average time between the receipt of properly completed postal applications and the dispatch of licences is four days.
Railways
Labour Relations (Negotiating Machinery)
asked the Minister of Transport if, in the light of the dispute over pay between the National Union of Railwaymen and the British Railways Board, she will now give a general direction to the Board, in the public interest, to appoint management consultants to look into the negotiating machinery and to report on labour relationships in the industry.
No. This would not be an appropriate subject for a general direction. The negotiating machinery, and other important issues affecting labour relations in the industry, will be discussed at a meeting which my right hon. Friend the Prime Minister is having with representatives of the Unions and the British Railways Board on 11th March.
Economic Affairs
East Midlands Planning Board
asked the First Secretary and Secretary of State for Economic Affairs whether he will state the total staff of the East Midlands Planning Board, detailing the various grades of civil servants employed; and what is the cost of this office.
There are 12 staff in the office of the Chairman of the East Midlands Planning Board and their salaries are about £17,000 per annum. The staff consist of:
- 1 Assistant Secretary.
- 1 Chief Executive Officer.
- 1 Senior Executive Officer.
- 1 Executive Officers.
- 2 Clerical Officers.
- 2 Clerical Assistants.
- 1 Private Secretary.
- 1 Shorthand Typist.

Housing
Subsidies
asked the Minister of Housing and Local Government if he will estimate the reduction in housing subsidies that would result from confining the additional payment for blocks of four storeys or more to the major conurbations
My right hon. Friend regrets that he cannot make any reliable estimate without a considerable expenditure of staff time, but he is sure the amount involved is very small in relation to the sum total of all housing subsidies.
