The chairman of the Central Electricity Generating Board is being asked to send to my noble friend, in consultation with the chairman of the South of Scotland Electricity Board, estimates of the likely annual discharge rates which are likely to operate over the lifetime of a typical advanced gas cooled reactor.

asked Her Majesty's Government:Whether they will take steps at the Law of the Sea Conference to ensure that vessels carrying nuclear materials of any kind that have been illicitly obtained should enjoy neither the right of innocent passage in other States' territorial sea, nor of free navigation in the High Seas, but should, like suspected carriers of psychotropic substances and radio pirates, be open to pursuit by Government vessels of all States.

Her Majesty's Government do not think it would be wise to seek to introduce provisions at the Law of the Sea Conference which could increase the risk of interference with maritime traffic on inadequate grounds and evidence. The provisions in existing treaties and in the Informal Composite Negotiating Text concerning psychotropic substances and unauthorised broadcasting in fact do not go as far as the Question implies.

Her Majesty's Government are currently reviewing the question of ratification of the Fourth Protocol to the European Convention on Human Rights, but no decision has yet been taken.

asked Her Majesty's Government:What proposals and sites are under consideration for a second helicopter port in the inner London area; whether any such proposals include a possible site in the Greenwich area, and, if so, precisely where; what stage has been reached in the consideration of any such proposals; what view they have formed of any such proposals.

I understand that the Greater London Council are considering the need for a second heliport in London, including sites in the Surrey Docks and at Blackwall Point, and decided recently to undertake further studies on this matter. As stated in the Airports Policy White Paper, the Government will keep in close touch with the operators and local authorities about future developments in helicopter services.

asked Her Majesty's Government:Whether any invention, patentable or otherwise, or useful know-how or new technology has arisen or is likely to arise in the course of the collaborative programmes in the EEC Civil Aircraft sector outlined in the Government's

The collaborative programmes in the EEC Civil Aircraft sector outlined in the Government's memorandum of 17th January have not yet been agreed and therefore no inventions have yet arisen. In the case of new collaborative civil aircraft projects it would he, in the first instance, for the participating manufacturers to agree on their respective rights in, and the commercial exploitation of, any inventions or developments made during the projects.
