Francophone African Students

Lord MERRIVALE

asked Her Majesty's Government:Whether it is proposed to initiate discussions or, whether negotiations are taking place with any Francophone African Governments, or of the Democratic Republic of Madagascar, with a view to reaching an agreement, on the placement of students in the United Kingdom at Colleges of Further and Higher Education, along the lines of the Agreement (Cmnd. 7077) which entered into force on 1st September 1977.

No, my Lords, the technical training to which the noble Lord refers was requested by the Nigerian Government and fully paid for by them. None of the Francophone African countries has requested such training on this basis. However, more than 200 awards annually, provided mainly under the Technical Co-operation Training Programmes, have been allocated to the countries concerned.

Belgrade Conference: Non-Aligned Countries

Official Report a list of the non-aligned countries attending the Belgrade Conference in addition to the host country Yugoslavia, based on the definition of a non-aligned country being a country with is a member of the non-aligned group of countries as understood and accepted by the United Nations.

Of those countries which were represented at the Non-Aligned Conference in Colombo in 1976, three—Cyprus and Malta, in addition to Yugoslavia—attended the Belgrade CSCE follow-up meeting throughout, in their capacity as signatory States, while six others—Algeria, Egypt, Lebanon, Morocco, Syria and Tunisia—made contributions to the work of the meeting on matters to do with the Mediterranean. Nine countries participating in the Belgrade meeting formed a self - styled "Neutral / Non - Aligned Group": these were Austria, Finland, Sweden, Switzerland, Cyprus, Leichtenstein, Malta, San Marino and Yugoslavia.

Contempt Of Court: Green Paper

Lord LLOYD of HAMPSTEAD

asked Her Majesty's Government:When they intend to publish the Green Paper on Contempt of Court which was promised by the Lord Chancellor in his written reply of 15th December 1977.

The LORD CHANCELLOR

The Green Paper on Contempt of Court will be laid before Parliament and published as a Command Paper on Wednesday, 22nd March.

Starred Questions

Lord HOUGHTON of SOWERBY

asked the Leader of the Houes:

  • (a) when the present limitation of Starred Questions to four per sitting day was introduced;
  • (b) on how many occasions so far this Session a Lord has asked two Starred Questions for answer on the same day;
  • (c) how many Lords have put down more than 10 Starred Questions in all so far this Session; how many of those have exceeded 15 Questions; and what is the top score;
  • (d) whether after each Starred Question on the Order Paper the date of putting down the Question can be inserted as in the case of Questions for Written Answer.

    (a) The present limitation on four Starred Questions per sitting day was introduced in 1959.(

    b) So far this Session there have been 11 occasions on which a Lord has asked two Starred Questions for answer on the same day.

    ( c) So far this Session four Lords have put down more than 10 Starred Questions; one of these has exceeded 15 Questions; the top score is 17.

    ( d) This is a matter for consideration by the Procedure Committee.
