Hong Kong's performance in applying International Labour Organisation conventions compares favourably with those of most United Kingdom Dependent Territories as well as many Asian countries. The number of conventions ratified by a selection of countries are:—

Hong Kong's medical and health services have made remarkable progress in recent years. Its standard health indices are now similar to those for industrialised countries; and its 10-year medical development programme includes many major hospitals and clinics together with new schools of medicine, dentistry, nursing and paramedical training. My right honourable friend the Secretary of State for Social Services recently visited the territory and was much impressed by its achievements in these fields.

asked Her Majesty' Government:Whether they will clarify their policy on the present and future status of Walvis Bay, in the light of the answer given to his supplementary question following Lord Boston of Faversham's Starred Question of 22nd June (col. 1381).

All the main parties that would compete in an election in Namibia believe that Walvis Bay should be part of Namibia. It is the view of the Government, and of the four other Governments participating in the five-Power initiative on Namibia, that there should be urgent negotiations between the South African Government and the Government of an independent Namibia to achieve a solution that satisfies the people of Namibia as a whole.

The House will recall the reply which the noble Lord, Lord Harris' of Greenwich, gave on 25th May about the Government's acceptance of these recommendations and about the procedure for their implementation in England and Wales. A separate form of procedure for their implementation in Scotland, which takes account of Scottish criminal procedure and practice, has been prepared in consultation with my right honourable and learned friend the Lord Advocate and the bodies concerned. My right honourable friend the Secretary of State has sent a circular to chief constables in Scotland asking them to implement the new procedure as soon as possible, and a copy of that circular has been placed in the Library. My right honourable and learned friend has made appropriate Departmental arrangements for dealing with these matters.House adjourned at seven minutes past eleven o'clock.
