Immigration Applications: Uk High Commission, Nairobi

asked Her Majesty's Government:Over what period the United Kingdom High Commission in Nairobi refused to accept quota voucher applications from United Kingdom passport holders who were born in Goa or whose parents or grandparents were born in Goa; when they started applying a similar rule in respect of persons of Pakistani birth or ancestry; and what statutory justification they have for this change of policy.

The British High Commission in Nairobi have not refused to accept applications for special vouchers from eligible persons with a Goa or Pakistan connection. All voucher applications must be scrutinised to establish whether the applicant holds a second citizenship which would make him ineligible for a special voucher. The special voucher scheme is not a statutory one.

asked Her Majesty's Government:Why Mr. Scott Stevens was moved from Leyhill prison and on what date; why he was held in segregation in Bristol prison, and between what dates; why his security classification has been changed from "D" to "C"; why he is being transferred to Shepton Mallet prison, and whether they will list the dates of the letters from Mr. Stevens which have been stopped since the beginning of 1980.

Local Authorities: Expenditure

asked Her Majesty's Government:How many local authorities have exceeded in expenditure the cut to 5·6 per cent. below 1978–79 levels demanded by the Secretary of State for the Environment; how many are under the control respectively of each of the political parties; whether councillors responsible are to be surcharged; and, if so, in which cases, and what are the political affiliations of those affected.

We will not be in a position to know whether local authorities plan to make the reductions in current expenditure (5·6 per cent. below 1978–79) envisaged in our public expenditure plans for 1981–82 until we have received and examined authorities' returns of budget intentions in the spring. Whatever the outcome, the Government have no powers to surcharge councillors in respect of excess expenditure.House adjourned at one minute past seven o'clock.
