Ici Ammunition In El Salvador

asked Her Majesty's Government:Whether they know how bullets manufactured by ICI at its Kynoch factory in Birmingham came to be used by the security forces in E1 Salvador in April 1981, given the embargo in force on all British arms sales to that country.

We have seen reports that an ICI 7mm Mauser ammunition label was found in El Salvador. ICI have not made ammunition under the ICI brand name since 1962, when their then subsidiary Imperial Metal Industries (IMI) was formed and took over ammunition manufacture. IMI last made ammunition of this type in April 1966. Detailed records relating to arms sales during this period no longer exist. It is not, therefore, possible to determine where or how this ammunition reached El Salvador. To the best of our knowledge the Salvadorean army are no longer equipped with weapons of this calibre, though it is possible that some may remain in service with territorial units, or have been captured by guerrillas.

Indochina: Proposal For Government Conference

asked Her Majesty's Government:Whether they will support the proposal made by the Indochina Governments for a conference with Asian Governments to discuss their problems, together with the proposal of the Vietnam Government that this should be followed by an international conference to confirm the decision made.

No. We believe that the Cambodian problem has been caused primarily by the presence of a large Vietnamese army there. We prefer to approach a solution through an international conference called by the United Nations Secretary General in accordance with Resolution 35/6, overwhelmingly passed by last year's General Assembly.

South Africa: Conference On Sanctions

asked Her Majesty's Government:What conclusions were reached at the international conference on sanctions against South Africa (held at UNESCO House, Paris, from 20th to 27th May) authorised by United Nations General Assembly resolutions on 12th and 16th December 1980; which Member States of the United Nations were represented; whether the United Kingdom was represented; and, if so, what contribution its delegation made to the declaration of the conference.

The United Kingdom was not officially represented at the conference and played no part in drafting any of its documents, which I understand, call for an extensive programme of sanctions against South Africa. We are not in a position to provide a comprehensive list of Governments which attended.

The Eritrean Parliament: Dissolution

asked Her Majesty's Government:Whether, in writing to correspondents about the dissolution of the Eritrean Parliament, the Foreign Secretary and other Ministers will make it clear that the vote was conducted under the muzzles of Ethiopian guns.

I am aware of the circumstances in which the Eritrean Parliament was dissolved and, when necessary, this will be reflected in correspondence.

Immigration: Special Vouchers

On what dates had applications for special quota vouchers been made by those who received them in May 1981 and those notified that they would receive them in August 1981, respectively.

Applicants in India who received special vouchers in May 1981 had applied for them in October or November 1975. Those offered vouchers in August 1981 will have applied in December 1975.House adjourned at half-past ten o'clock.
