The Government have received many inquiries, and suggestions for extending the coverage of the scheme. After careful consideration, the Government have tabled a number of amendments to the Finance Bill in response to these representations, to ensure that the benefits of the scheme extend over as wide an area as possible, consistent with the basic objectives of the scheme and the view of priorities which it reflects.
