Closed Prisons: Association And Exercise Facilities

asked Her Majesty's Government:Whether they will publish a list of closed prisons at which evening association is allowed and whether they will distinguish separately in the list those prisons at which the one hour exercise period is reduced.

Segregated Prisoners: Visits By Board

asked Her Majesty's Government:How frequently they consider a member of the Board of Visitors should see a prisoner who is segregated under Rule 43 and whether in any case they consider such a member ought to give the prisoner the opportunity of making any observations on the matter before the decision to renew his segregation each month is made.

It is customary for a member of the Board of Visitors to see prisoners segregated under Rule 43 on their rota visits. Any prisoner may ask to see a visiting member of the Board of Visitors or the full board at their monthly meeting about any matter.

Segregated Prisoners: Psychological Effects

asked Her Majesty's Government:What advice they have received concerning the psychological effects of prolonged periods of isolation on human beings; whether they will cause psychiatric examinations to be conducted at regular intervals of all prisoners segregated under Rule 43 for more than three months, and whether they will publish any advice given to them in general terms on this matter.

Prisoners segregated under Prison Rule 43 are seen daily by a medical officer. Psychiatric examination and treatment is provided for prisoners by the medical officer whenever it is considered appropriate. No prisoner is totally isolated for prolonged periods; he is always in contact with members of the prison staff.

State Pension Scheme Review: Contracting-Out

asked Her Majesty's Government:Whether the forthcoming review by the Secretary of State for Social Services of the terms on which contracting-out of the state pension scheme is permitted will be confined to reviewing the amount of abatement in national insurance contributions payable in respect of those contracted-out and reviewing the actuarial tables used for certain purposes in connection with contracting-out as provided for in Sections 28 and 46 of the 1975 Social Security Pensions Act respectively; or whether it is his intention to extend the review so as to consider other matters affecting contracting-out with a view to making further changes in the terms negotiated in 1975 with all party support on which the current partnership between state and private pension provision is based.

My right honourable friend the Secretary of State for Social Services is required by statute to review the reduced national insurance contributions payable by contracted-out employers and employees and also the basis for the calculation of certain state scheme pensions. A memorandum widely circulated in the summer at the consultative stage of the current review indicated that the Secretary of State would also review certain other aspects of the contracting-out arrangements. The Government will give full consideration to representations received at the consultative stage.See correction at columns 1477–1478 of the daily part for Thursday, 4th February 1982.

Tornado Multi-Role Aircraft: Purchase Plans

asked Her Majesty's Government:How many Tornado nuclear-capable fighter-bombers they have agreed to purchase and at what costs.

It is currently planned to purchase 220 Tornado GR Mk 1 Multi-role aircraft for the United Kingdom, at an estimated unit cost of £11·4 million at September 1980 prices.House adjourned at twenty-eight minutes before seven o'clock.
