Ss20 Missiles: Deployment By Ussr

asked Her Majesty's Government:What reliable information they have about the deployment of SS20 missiles by the USSR.

The Soviet Union has now deployed more than 250 SS20 missiles each with three independently targetable warheads. Deployment continues at an average rate of over 60 a year.

Nuclear Weapons: Transportation Policy

asked Her Majesty's Government:Whether trains carrying nuclear weapons travel through London via Clapham Junction.

It has been the long-standing policy of successive Governments neither to confirm nor deny the presence of nuclear weapons at particular locations, nor, for obvious security reasons, to comment on the methods and routes used to transport them. The handling of nuclear weapons is designed to avoid any risk to the public.

Public Works Loan Board: Local Authority Borrowings

asked Her Majesty's Government:What were the total borrowings outstanding by local authorities from the Public Works Loan Board in each of the years: 1955, 1960, 1965, 1970, 1975, 1980 and estimated for 1981.

The total borrowing outstanding by local authorities from the Public Works Loan Board at the end of the financial years shown below was as follows:

£m
1955–563,118
1960–613,078
1965–663,743
1970–716,290
1975–7611,267
1980–8115,259
1981–82 (estimated)14,250
The Public Works Loan Board is only one source of local authority borrowing and the figures are not therefore indicative of movements in total indebtedness.

Road Transport: Establishment Of Enforcement Officers

asked Her Majesty's Government:What is the current establishment of enforcement officers for road transport, how many of these posts are filled and whether there are any plans to alter the establishment in the light of future developments.

The current establishment of enforcement officers, including supervisors, in the Department of Transport engaged in the day-to-day inspection of goods vehicles and records, including "check weighing", is 596. All but 21 of these posts are filled; further staff are currently being recruited to fill vacancies. The police and local authorities are also enforcement authorities for road transport, but statistics on the numbers of their staff engaged on such duties are not readily available. My right honourable friend regards enforcement as an essential element in the Government's policy of achieving a more civilised development of freight transport and his department will continue to seek ways of improving the effectiveness of roadside checks and other enforcement procedures.

London Transport Fares Judgment: Costs

asked Her Majesty's Government:Whether they will make a statement about the costs ordered to be paid by the GLC following the recent appeal by them against a judgment concerning London Transport fares as follows:—(1) total costs to be paid;(2) a breakdown of the total showing who is to receive the largest amount;(3) the names of any barristers and solicitors involved and the amount received by each.

This information as to costs is only available from the parties.House adjourned at three minutes past eight o'clock.
