The Ditchley Park Conference 1982

asked Her Majesty's Government:What is the principal theme to be discussed at the 1982 Home Office Conference with the police at Ditchley Park.

The theme of the Ditchley Park Conference for 1982 will be "The Police Act 1964: a framework for developing police effectiveness".

Category A Prisoners And Parole

asked Her Majesty's Government:On what date a category A prisoner was last recommended for parole, and on what date such a prisoner was last granted parole.

Prisoners in category A are eligible to be considered for parole in accordance with the same criteria as other prisoners. The last occasion on which the Parole Board recommended for release a prisoner who was in category A at the time of the recommendation was in October 1981. The last occasion on which such a recommendation was accepted was in September 1980.

Prevention Of Terrorism Act: Review

asked Her Majesty's Government:Whether they have reached a decision on the need for a review of the operation of the Prevention of Terrorism (Temporary Provisions) Act 1976.

My right honourable friend the Home Secretary has decided to set up a review of the Act's operation, along the lines of that carried out by Lord Shackleton in 1978. He will announce details in the debate on the renewal of the Act.

Arterial Drainage Schemes

asked Her Majesty's Government:What investigations are carried out by the Ministry of Agriculture, Fisheries and Food to ensure that projected benefits of arterial drainage schemes assisted with Government grants actually accrue once the scheme is completed.

We cannot justify the use of our limited resources to follow up arterial drainage schemes in this way. ADAS advisers keep in close touch with farmers in the benefit area to offer advice as to the best way to exploit the improved drainage. In practice most schemes are carried out in response to requests from farmers for improved drainage.

Motorcycle Driving Tests

asked Her Majesty's Government:Whether they will make a statement about the introduction of two-part motorcycle driving tests, with reference to the adequacy of qualified driving examiners, and the date of termination of provisonal driving licences for motorcycles.

The regulations prescribing the two-part motorcycle driving test have been made and are about to be laid before both Houses of Parliament. They provide for the introduction of the new testing arrangements on 29th March 1982. My right honourable friend the Secretary of State for Transport proposes to consult later in the spring on regulations prescribing a two-year limited provisional driving licence entitlement for motorcyclists to come into operation on 1st October 1982.The Department of Transport has received over 100 applications from training bodies to conduct Part I of the new test at some 500 sites throughout the country; training of their examiners is in hand. The department's own examiners will also conduct Part I of the test at more than 70 heavy goods vehicle driving test centres.The department's recruitment of driving examiners has brought down the average national waiting periods at L-test centres (where Part II of the test will be conducted) to 12 weeks, and 8 weeks outside the Metropolitan Traffic Area. These waiting periods should continue to fall.My right honourable friend is satisfied that this provision of test centres and examiners will not mean unacceptable delays for motorcyclists wanting to take their tests.

Shipham: Survey Report On Effects Of Cadmium

asked Her Majesty's Government:Whether they will expedite the publication of the results of the survey on the effects of cadmium in the environment at Shipham.

The full results of medical tests are not expected to be available from the research team until the end of this month. A detailed report will be prepared as soon as possible, but the timing of any publication must depend upon the nature and complexity of the findings.House adjourned at seventeen minutes before ten o'clock.
