Taxation Thresholds

asked Her Majesty's Government:What would be the approximate cost to the Revenue of:

  • (a) raising the present starting threshold for income tax by (i) 10 per cent., and (ii) 25 per cent.; and
  • (b) raising thresholds for all rates of tax by (i) 10 per cent., and (ii) 25 per cent.
  • The approximate costs in a full year at 1982–83 income levels are as follows:

  • (a) raising all main personal allowances by (i) 10 per cent., £1,600 million; (ii) 25 per cent., £3,850 million;
  • (b) raising all main personal allowances, higher rate thresholds and investment income surcharge thresholds by (i) 10 per cent., £1,850 million, (ii) 25 per cent., £4,300 million.
  • Wildlife And Countryside Act, Section 48

    asked Her Majesty's Government:What progress has been made towards drawing up the guidelines for the interpretation of Section 48 of the Wildlife and Countryside Act 1981, and what consultations have been held with interested parties.

    The guidelines are being prepared as quickly as possible by officials of the department, the Ministry of Agriculture, Fisheries and Food and the Welsh Office and it is hoped to issue the final version during the summer. Those bodies with a close interest in the provisions of Section 48, including the Nature Conservancy Council, the Countryside Commission, the National Water Council and the Association of Drainage Authorities have been consulted and their views—as well as those of bodies who have made representations to them—are being taken into consideration.

    Lorries: Maximum Weights And Axle Arrangements

    asked Her Majesty's Government:Following due consideration of the Armitage Report, what will be the future maximum permitted gross vehicle weight and axle arrangement, and when this will be announced.

    The Government hope to make an announcement shortly on their comprehensive package of measures on heavy lorries, including maximum weights and axle arrangements.House adjourned at seventeen minutes before three o'clock.
