Homicide Cases: Discovery

asked Her Majesty's Government:How many cases of homicide have come to light over the last 50 years because a doctor completing Form C, required in cases of cremation, asked further questions or suggested reference to the coroner.

Parkhurst Prison: Spanish-Speaking Officer

asked Her Majesty's Government:Whether there is a Spanish-speaking welfare officer at Parkhurst prison.

The Case Of Mr R J Payne

asked Her Majesty's Government:Whether, on the last occasion when the papers relating to Mr. R. J. Payne, a prisoner in Maidstone, were referred to the Parole Board, they were made aware of the fact that Mr. Payne had been working outside the prison for upwards of four months.

I would refer the noble Lord to the reply to his Question on Friday, 18th June, about outside work by life sentence prisoners (Official Report, col. 729). The papers before the Parole Board did not include any reference to the fact that Mr. Payne had been allowed by the governor—without proper authority—to work outside the prison for a short period. They did, however, include reports from the prison indicating (a) that Mr. Payne had been made a Category D prisoner locally; (b) that he was working on the prison gardens; and (c) that it was the intention to allow him to work outside the prison perimeter.

Driving Disqualifications Due To Drinking

asked Her Majesty's Government:Whether they will make available the numbers of disqualifications from driving ordered during the past five years involving the excessive consumption of alcohol by the drivers.

The information available for the years 1974-80 is published in Table 9 of Home Office Statistical Bulletin 23/81 "Offences relating to motor vehicles England and Wales 1980", a copy of which has been placed in the Library of the House.
