asked Her Majesty's Government:How many registers of vacant land in local authority areas have been prepared; how much land has been registered; how much is suitable and actually available for house-building purposes; and how these figures compare with the amount of land used per annum at the expected rate of housebuilding.

In all 365 registers have been published, one for every English district and London borough. They contain details of over 100,000 acres of unused and underused land.The first 35 registers published last year have been examined in detail and about a sixth of the land on them appears to have potential for home-building. The potential for development of land on other registers is still being evaluated.Future demand for land for house-building will depend on economic circumstances and on the individual decisions of house-builders and local authorities. In broad terms structure plans in England aim to provide land for 180,000 to 190,000 dwellings annually.

asked Her Majesty's Government:Whether they will indicate what arrangements are proposed to provide the United Kingdom Parliament with official reports of the proceedings and other papers issued by the Northern Ireland Assembly.

The Official Reports of Proceedings and other papers initiated by the Northern Ireland Assembly will be placed in the Library. The laying before Parliament of reports produced by the Assembly is governed by Section 3 (4) of the Northern Ireland Act 1982.

Schedule 12 to the Housing Act 1980 was enacted by Section 107 to that Act and was brought into operation in two stages. Except in relation to paragraphs 4, 12 and 28 to 32 of Schedule 12, Section 107 was brought into operation by order of the Secretary of State on 27th October 1980 (SI 1980 No. 1557), and in relation to those paragraphs was brought into operation by a further order on 15th December 1980 (SI 1980 No. 1781).

About 600 such grants totalling £700,000 had been made in England by the end of June 1982.

Capital allocations to local authorities under the housing investment programme are made in a single block, which under the arrangements for the control of capital programmes notified in DOE circular 14/81, may be supplemented from capital receipts and aggregated with allocations for other service blocks. It is for local authorities to decide what proportion of the resources available to them shall be devoted to private sector grants.
