Senior Police Officers: University Degrees

asked Her Majesty's Government:How many police officers with senior appointments as shown below, are holders of university degrees in forces under the Home Office or Scottish Office:

  • (a) Chief constables or commissioners;
  • (b) Deputy chief constables or deputy commissioners;
  • (c) Chief commandants of special constables.
  • In police forces in England, Scotland and Wales eight officers holding appointments of chief constable or commissioner and six in posts of deputy chief constable or deputy commissioner have university degrees. Information about chief commandants of the Special Constabulary is not held centrally and could be obtained only at disproportionate cost.

    Dispersal Prisons: Private Cash Account Transfers

    asked Her Majesty's Government:Whether they will confirm that governors of dispersal prisons are being reminded of the need to ensure that private cash accounts are transferred as soon as possible after a prisoner's move has taken place.

    Yes. A memorandum to the governors of all dispersal prisons was issued on 25th November.

    Illegal Cruel Sports

    asked Her Majesty's Government:What information they have about the growth of illegal cruel sports in England and Wales with particular reference to cock-fighting, dog-fighting and badger-baiting.

    Section 1(1)(c) of the Protection of Animals Act 1911 makes it an offence for any person to cause, procure or assist at the fighting or baiting of any domestic or captive animal. Numbers of those found guilty of such an offence are not available centrally. Although individual complaints are received from time to time, the Government have no evidence that there is any increase in these offences.

    Public Service Pensions: Clawback

    asked Her Majesty's Government:Whether the 11 per cent. uprating of national insurance pensions this year is to apply also to indexed public service pensions; and if so, whether in the latter case as in the former it is proposed to make a compensatory reduction next year.

    Yes, to both questions. As my right honourable and learned friend the Chancellor of the Exchequer said in another place, the Government intend to make an adjustment to next year's uprating. As is customary, the exact size of next year's uprating will not be decided before Budget time.

    Agusan Del Sur, Philippines: Plantation Project

    asked Her Majesty's Government:Whether, in view of the protests by Church and political representatives in the area, they will give an assurance that the Commonwealth Development Corporation will not be permitted to finance the NDC-Guthrie plantation project in Agusan del Sur in the Philippines until community representatives confirm that land sales to NDC-Guthrie are not the result of intimidation.

    My right honourable friend the Minister for Overseas Development proposes to hold an early meeting with representatives of the British Council of Churches and other bodies which have made representations to him before a final decision is taken on the proposed investment by the Commonwealth Development Corporation.

    Parking Offences By Diplomats

    asked Her Majesty's Government:Whether they are aware that 52,000 parking tickets were cancelled in London on the grounds of diplomatic immunity in the period April 1980 to March 1981, and that the highest numbers were Nigeria, Egypt, France and Saudi Arabia, and what representations have been made to the governments concerned about the widespread flouting of our traffic laws.

    Yes. During the latter part of 1981 the Foreign and Commonwealth Office wrote to all Heads of Mission expressing its concern about the large number of parking offences committed by diplomats. We shall continue to apply pressure on Heads of Mission to try to reduce the number of parking offences committed by their staff and we are looking at new ways of encouraging them to do so.

    Aldermaston: New Plutonium Processing Facility

    asked Her Majesty's Government:What is the purpose of the proposed new building at the Atomic Weapons Research Station at Aldermaston and why is it required.

    A new plutonium processing facility will be constructed at the Atomic Weapons Research Establishment at Aldermaston as part of a continuing programme of replacement and improvement of ageing capital facilities to maintain the effectiveness of the British nuclear deterrent and to ensure the achievement of essential health and safety standards.
