asked Her Majesty's Government:What action they propose to take following the comments of the St. Pancras Coroner on the circumstances surrounding the death of Nicola Fellows, aged 18 months.

The Social Services Inspectorate of the Department of Health and Social Security is engaged in discussions with the Social Services Department of the London Borough of Islington with a view to examining the implications for the protection of children which arise from this case.

asked Her Majesty's Government:Whether they will detail all felling, ploughing and replanting that has occurred within the Abernethy Forest SSSI since February 1981; and whether they will state when all of this site will be renotified under the Wildlife and Countryside Act 1981.

Since 1981 there has occurred within Abernethy Forest: (a) clear felling and thinning in the Seafield section: (b) ploughing in the section of North Abernethy owned by Thomson Scottish Forestry; and (c) windblown timber removal from the Forest Lodge section. It is expected that renotification of the whole of this site will be completed by the spring of 1986.

asked Her Majesty's Government:Whether the Nature Conservancy Council was informed by either the owners, their agents or the Forestry Commission of the ploughing of a substantial area of land within the Abernethy Forest SSSI at the end of 1984; whether they will now act to protect this woodland from management practices agreed prior to the passing of the Wildlife and Countryside Act; and whether they will confirm that the assurance given in cols. 1319 and 1320 on 12th April 1984 concerning the protected status of this area has now been broken.

The ploughing was carried out in accordance with a management plan agreed in 1980 following detailed discussions between the Nature Conservancy Council, the Forestry Commission and Thomson Scottish Forestry. Further consultation with the NCC in respect of the 1984 ploughing was therefore unnecessary. The assurance given in cols. 1319–1320 of the Official Report on 12th April 1984 has not been broken, since no clear-felling has subsequently taken place. The NCC have no plans to attempt to negotiate a revised management agreement for this site at present.

asked Her Majesty's Government:Whether they will list those areas of ancient Caledonian pinewoodland that have been notified or renotified as SSSIs under the Wildlife and Countryside Act: (

The following ancient Caledonian pinewoodlands were notified or renotified as SSSIs prior to 15th May 1984:—Glen Tanar, Abernethy Forest, Seafield section (part), Coulin, Strathfarrar, Glen Affric, Amat, Loch Maree Islands, Black Mount (Doire Darrach and Crannach Wood) and Meggarnie. A further four sites—namely, Glen Barisdale, Beinn Dearg, Alladale Woods and Beinn Eighe have been notified subsequently.The NCC have not been able to complete the notification of these sites as quickly as had been expected because the pre-notification consultations and negotiations concerning possible management agreements proved more complicated and time-consuming than had been expected, and because of a build-up in the volume of SSSI casework generally during the period concerned. The extra resources which the NCC have been given should enable them to make further progress with the re-notification programme.

asked Her Majesty's Government:Whether they are satisfied with controls over the dissemination of tributyl tin:

The Government are concerned that tributyl tin compounds leaching from the antifouling coatings of small boats is affecting marine life in sensitive estuarial waters in this country. Proposals to control the supply and use of antifouling paints containing tributyl tin compounds were published on 13th February. Those affected by the proposals have until 14th May to make their views known.The proposals have been notified to the Commission of the European Communities as required by Directive 83/189/EEC. In the first instance it is for each member state to decide, in the light of local circumstances, whether or not its waters are adequately protected. The French authorities have already taken action to ban some uses of these antifouling paints in their waters.
