To ask the Secretary of State for Culture, Media and Sport what assessment will be made of market impact in the approval process for new BBC public services; and what role will be played by Ofcom in the assessment process. [47784]
In the Green Paper on BBC Charter Review, we proposed that any new service or significant change to an existing service should require a public value test. Part of the test should be a market impact assessment, to be conducted according to a formula agreed by Ofcom and the BBC Trust and to be carried out by Ofcom in the case of new services. Our conclusions in this area, following the Green Paper consultation, will be set out in the forthcoming White Paper.
