Our planning system has a plan-led approach with development plans and policies at both local and regional level on which the public is consulted, and which then provide a framework for assessing individual planning applications. We expect our national planning policies, including on housing and tackling climate change, to be taken into account in the preparation of these plans and they may also be material to decisions on individual planning applications. We will set out further information on eco-towns in due course.
